K
SOUTH CAPE BEACH
MAY 10, 1995
PACE
Nick V. stated that DEM is required to submit the management plan to
the Conservation Commission, This is a requirement ent under the Barrier
Beach Management Plan prior to the opening of a new facility. The
problem with the new facility is you are working on anticipation.
Usually reality cones out to be somewhat different. The whole issue
of what is an adequate staffing pian, of what is an adequate plan to
deal with operational issues cannot be resolved until this facility
is actually opened and the actual issues arise. . It night be appro-
priate to schedule one or two mid-season meetings so that the com -
mittee can have a spokesperson for issues that may have arisen dur-
ing periods of peak use, such as, 'How are the traffic control .sys_
tens working?" , and unauthorized access. There will be a host of
issues that will arise during the course of this season* The more
that we can document what those issues are, and how hest to address
there, you lay the foundation for either reassigning existing staff
to address the issues that we can during this season, or to lay the
foundation for what needs to be done during the following winter to
make sure you do not have a repetition thereafter.
M. Kirsner' s concern was that prior to the 1996 summer season, we
roulyd hear the same excuses, that because of restricted budgeting,
we cannot have any additional personnel.
Nick stated that we have had an extremely cooperative relationship
over the years. He saw no reason for that not to continue .
John Cramer stated that DEM had done- a good job in the planningpro-
cess, and DELI had shown good faith. Let us see what kind of a sum-
mer we have.
M. Eirsner asked the committee for a motion to approve or disapprove
the items, #2, # , 1.1, #19, # , and #33 'of the memorandum which
Morris had highlighted for discussion, all related to personnel and
irk coverage. The committee moved, seconded, and approved the above
items.
Discussion of Fees : It was acknowledged that the town charged $15.00
for a resident beach stacker for the year. If a homeowner should
rent hisp r erty and wished t purchase seasonal beach ticket for
the use of the rentors, the fee is $50.00. The fees have been set to
be the same as last year, and they are the same fees that the State
Beach g
will char e. The committee moved, seconded and approved unani-
mously the recommended beach sticker charges. Lotion carried.
Nick Vontzalides, Counsel for DEM, Explanation of the Management
Plan: it is recorded in the registry of Deeds. It creates a legal
chain of title. should the Town take over the state operation, it
wj
ould be subect to the conditions stated in accordance with the plan*
