SOUTH CAPE BEACH
MAY 10, 1995
PAGE
Town Management of the Facility: M. Kirsner stated that this
had been a heated issuer particularly from the Town Planners, etc.
ver compatible situation would be that the Town take over town
management of the facility, or to some extent participate in the
town management. Sole management at the present -time is the Town's
preference.
Chin. Kirsner' stated that at our July 13, 1994 meeting when the matter
was posed to Commissioner Webber, he indicated that perhaps sbmething
could be worked out. Apparently that 'is -not the present position of
the commissioner nor the present state of mina of the Department,
N. vont alides responded that the Department should operate the facili-
terand ensure that it is operated proper, that it meets all of the
criteria that had, been voted upon.
, Kirsner assumed, based upon the commissioner' s letter of March 27 ,
1995, that this was not a closed subject, that it could be reopened
at any time. Nick believed that was correct.
The next discussion related to ORVISI Nick stated they would have to
work out a mechanism to deal with- people having access by special pe -
mit.
M. Kirsner stated that this matter was provided for in the , June 1981
Agreement, and that Paragraph #1 and #4 thereof should be incorporated
by referendum into the management agreement. Sandi Wolchanski agreed
to these changes on the management plan.
Francis LeBaron stated there should be no special permits for O v' s
on that beach between April 1st and the end of August during the nest-
ing of the piping plovers.
Nick: We will be required to isolate those areas within the facility.
What you. are suggesting should be spelled out as a permanent policy.
This policy will be set up as a matter of course in the Conservation
Commission management Plan*
Francis LeBaron and Catherine Conroy volunteered to attend the Conser-
vation Commission meeting with DEM on May 11, 1995 at 9 :50 p. m.
relative to the above issues.
Item #21,' DEM stated it will provide -war -radios for communication
between the beach and the contact station. M. Kirsner stated he had
made a mote, "2-war radios being supplied to park personnel situated
t strategic intersections in order to control traffic would be an
excellent insurance. 'l
Nick V. indicated the cost might be too high but he would look into
i 4...
Lifeguards: W. woods suggested that the M'ni l staffing should ins
dude two lifeguards. T f there will be only one guard on that beach,
then there must be really good communication between the Town Beach
guards and the State Beach guards.
