S. C. B. <br /> 6/7/05 <br /> P. 3 <br /> VI DISCUSSION OF THE TEN ACRE SITE: <br /> The other issue that has been the major subject of this committee <br /> has been the ten acre site. It was originally sort of a quid pro <br /> quo from the State to the Town of Mashpee giving us ten acres of <br /> land as a "thank you" for the cooperation and the effort of the <br /> Town. <br /> Morris Kirsner spent many years on this project and became thoroughly <br /> frustrated at the end. Now the Town of Mashpee is going to do the <br /> negotiating with the State as far as the conditions of the transfer <br /> and what the rules are going to be. It is going to be a fairly long <br /> negotiation, I think, because the . State has some very strong feelings <br /> which do not necessarily coincide with what this committee wanted, <br /> however, I have talked to Joyce Mason a couple of hours ago. Since <br /> DCR is a new organization with different people mostly at the upper <br /> level, it takes time to establish the protocol, but she said she <br /> would e-mail our town counsel today, get them energized, and see <br /> what he is doing with the State. I don't know how long this is going <br /> to take. If anybody at the table involved with government, knows <br /> anything about the ten acre site that would be of interest, please <br /> speak up. But, it will eventually be done properly because, I have <br /> requested of the State and of Joyce Mason that this committee be <br /> represented at the table during negotiations . We have an institu- <br /> tional memory that is important as far as what was promised in 1981, <br /> what the documents state, and what the 35 years of conversations <br /> relative to this project. That should not be overlooked because it <br /> is very easy to overlook what was promised and what was said if no <br /> one at the table knows what's going on, and we will depend on <br /> Bill Martiros and Jerry for that because they have very good institu- <br /> tional memories, and Bill was one of the founding directors . <br /> We still want to re-energize. There are still some things that <br /> were talked about doing years ago to improve South Cape Beach <br /> State Park. They are very difficult do, but we wanted to take <br /> something that was doable, which was the Stone Memorial which <br /> was the first step towards bringing the dream of the original . <br /> directors to fruition. <br /> Jack explained that he recently had a call from Brenden Annett, the <br /> biologist on staff at WBNERR. He extended an invitation for us to <br /> be involved in a project, the project was South Cape Salt Marsh <br /> Restoration. There was a meeting that John Cahalane put together. <br /> It was this past Thursday. Since Jack was going to be out of <br /> town, he asked Bill Martiros to represent the committee. <br /> Bill explained that currently there was a thirty inch culvert that <br /> goes underneath the road and into the Town Beach. They do not have <br /> sufficient flushing there with that small culvert so what they <br /> want to do is build a new culvert which will be five feet by eight <br /> feet and will be 40 feet long, so they will get proper flushing in <br /> the marsh area. The road will be put back the way it originally <br /> was. <br />
