7 <br /> Community Preservation Committee <br /> Minutes <br /> November 8, 2018 <br /> Applicant: Mashpee Community Garden Advisory Committee and Mashpee Historic District <br /> Commission -Proposal Title: Mashpee Community Garden Reconstruction: $44,996: (cont'd) <br /> For disclosure it was noted that CPC member David Harsch is on the list to obtain a plot, and the <br /> husband of CPC member Mary Waygan is on the Mashpee Community Garden Advisory <br /> Committee. <br /> Community garden plots are for Mashpee residents and business owners. Most Cape community <br /> gardens are open to non-residents; however this action has not been determined. <br /> Discussion followed regarding the two additional parking spaces proposed at the site. There are <br /> currently three spaces. There was concern regarding the use of public funds for this project for <br /> non-residents, and to create parking to accommodate patrons of neighboring businesses. The use <br /> of a residential parking sticker was considered as was no-cost parking for non-residents. <br /> The subject application checks off the following categories: Open Space, Recreation and Historic <br /> Preservation. It was agreed that historical monies would not be used for the community garden <br /> project as the garden itself does not have historical significance. <br /> The site is important historically as the former Attaquin Hotel. The Historic District <br /> Commission with the use of CPA funding for the Historic District Signage project will be <br /> displaying signage at the subject property. In the future a path is planned between the <br /> Community Park and Attaquin parcel. <br /> Stephanie Simpson, a member of the Community Garden Advisory Committee indicated in <br /> Phase II and in Phase III there are pians to work with the Mashpee Wampanoag Tribe to create a <br /> historically correct historical garden. <br /> Evan Lehrer, the Town Planner, an advocate for the community garden stated the land is the site <br /> of the former Attaquin Hotel which burned down in the 1950'x. It is hopeful the project is <br /> sensitive and not considered as an open space parcel, but as a historical development to honor the <br /> hotel. Mr. Lehrer urged the Community Preservation Committee to consider the parking issue, <br /> and not add additional spaces considering the adequacy of parking at the nearby Community <br /> Park. <br />
