S <br /> Community Preservation Committee <br /> Minutes <br /> November 8, 2018 <br /> Applicant: Mashpee Historical Commission and Mashpee Historic District Commission <br /> Proposal Title: Mashpee War Monument: $174,154 (construction phase): <br /> Ava Costello was in attendance with Richard DeSorgher of the Mashpee Historic Commission to <br /> review their goals to honor, recognize and pay tribute to all veterans from the Town of Mashpee. <br /> CPA funding was awarded last year, and it has been time consuming to locate a landscape <br /> architect for this project. After considerable review it was determined the firm that designed the <br /> Community Park would provide this service. <br /> In October of 2018 a contractual agreement has been initiated with the architectural engineering <br /> firm of Vanasse Hangen Brustlin, Inc. (VHB). Services related to the agreement include <br /> schematics, conceptual design presentations and design development to be presented to the <br /> Board of Selectmen and Community Preservation Committee, <br /> Ms. Costello anticipates the conceptual design process and design development to be completed <br /> by the end of December. At this time, costs assumptions would be determined. <br /> Although project costs have not been fully realized the current CPA funding request for Phase I <br /> of the project proposal is $174,154. A letter of support from the Mashpee VFW Post 5489 was <br /> included in the funding application. <br /> Applicant: Affordable Housing Trust--Proposed Title: Transfer of Funds to Affordable Housing <br /> Trust: TBD: <br /> Evan Lehrer, Town Planner reviewed the application submitted to the CPC in request of the 10% <br /> Affordable Housing Reserves to be set aside by the Affordable Housing Trust for the purpose of <br /> affordable housing development. Mr. Lehrer indicated that it is important to foster a streamlined <br /> and efficient process in pursuit of the minimum requirement of 10% of housing units on the <br /> Subsidized Housing Inventory. <br /> Communication was received from the Town Planner dated October 1, 2018 and from the <br /> Affordable Housing Committee (AHC) dated November 1, 2018 with respect to the transfer of <br /> CPC Affordable Housing funds. The AHC has requested the mandated 10% of CPA funding <br /> available for the development of affordable housing be set aside on an annual basis for use by the <br /> Affordable Housing Trust. <br /> Under the Declaration of Trusts and with the execution of the CPC transfer, the Affordable <br /> Housing Trust has the ability to execute affordable housing funding in a timely and efficient <br /> manner. <br />
