9 <br /> Community Preservation Committee <br /> Minutes <br /> November 8, 2018 <br /> Applicant: Affordable Housing Trust—Proposed Title: Transfer of Funds to Affordable Housing <br /> Trust: TBD: (cont'd) <br /> In continuing this discussion, it was disclosed there are known properties for affordable housing <br /> and there is a dire affordable housing crisis. <br /> Discussion followed regarding the process which would require an application to the CPC each <br /> year in request of a specific monetary amount. Presently, the actual 10% to be set aside in the <br /> CPC Reserves in FY20 has not been determined. It was agreed Town Counsel would be <br /> consulted and the transfer/appropriation process from comparable towns would also be reviewed. <br /> It was disclosed the Affordable Housing Trust has not taken formal action on this application. <br /> There were questions to be clarified regarding this request; for all CPC Affordable Housing <br /> funds and/or for future 10% Affordable Housing Reserves? The current application proposal is <br /> to request the CPC to grant the 10% set aside for Affordable Housing projects annually to the <br /> Affordable Housing Trust and/or the maximum available funds. <br /> Applicant: Diocese of the Armenian Church -Proposal Title: Property Acquisition for <br /> Affordable Housing: $125,000: <br /> The applicants, David and Andrea Barber were unable to attend this meeting. It is the agreement <br /> of the CPC to reschedule the application submitted on behalf of the Diocese of the Armenian <br /> Church to have the Town acquire 646 Old Barnstable Road for the purpose of affordable housing <br /> development. <br /> Town Planner Evan Lehrer commented on this project stating that it is advantageous to acquire <br /> the 3.1 acre parcel which is located in the R-5 Zoning District. The property is situated in close <br /> proximity to the Mashpee Middle/High School near existing infrastructure, including the existing <br /> wastewater treatment facility at the high school location. It is located in the Groundwater <br /> Protection District in a Zone 11 Recharge Area. <br /> Mr. Lehrer in his letter of support dated October 31, 2018 indicated the site is suitable for <br /> affordable housing, and for the Affordable Housing Trust to issue a Request for Proposal for a <br /> feasibility study for the development of affordable housing. <br /> If the property was to be acquired by the Town, Mr. Lehrer recommended the approach be <br /> similar to the 950 Falmouth Road parcel. The asking price for this property is $125,000, and an <br /> appraisal of value would be required. <br /> It was agreed that a site map should be reviewed. <br />
