MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 28,201:.8 <br /> Attorney Kirrane said that this is an Industrial Zone and there will be some noise, whether <br /> it's from a contractors' yard or with their equipment. This facility has a 6 ft. high vinyl <br /> fence, and an interior fence about 3-4 ft. The building also backs up against a storage <br /> facility, and there is no one there most of the time. These dogs are never outside without <br /> accompanied by staff ever. There are only a small amount of dogs outside and is controlled <br /> by the staff. The Sandwich facility was a Morton building where this building is not. This <br /> building will be designed to control any noise nuisance of any kind. <br /> Kailey said that there is typically 2040 dogs in each outdoor space,at any given time.Each <br /> outdoor space is also linked to indoor space with easy access doors to be able to bring the <br /> dogs in and out immediately. Where they currently are now, they do have abutting <br /> neighbors that are very close, so it is a concern to keep the noise under control. They work <br /> on daily and are made aware of constantly. If there's a dog causing problems, they <br /> immediately bring that dog inside. There will be less noise around the outside of the <br /> building to trigger any dog barking since they will he in the back of the building. There <br /> will be less visuals outside of the fence. She immediately instructs her staff that the dogs <br /> need some kind of attention and provide whatever that dog needs. <br /> They have been in Sandwich for 4 years, and it was a pre-existing business for about 10 <br /> years. She said there was one complaint from a neighbor regarding the noise,and she spoke <br /> with her directly and complied with her request. <br /> Mr. Learned said that the owners know their customers very well. They do have clients <br /> who occasionally have a dog that behaves poorly, which are typically taken outside alone. <br /> Jonathan asked Mr. Learned how many changes to the design of the building over the past <br /> 25 years. He asked what the construction material is for the building. <br /> Mr. Learned said that they learned early on to group dogs in smaller groupings. The days <br /> of the 200 dog kennels with open spaces is gone. They have seen a lot of improvements <br /> with enclosures and caging, and cleaning systems and products to maintain these buildings. <br /> A lot of the construction is created to mitigate auditory, old factory and visual stimulation. <br /> Each group of dogs cannot hear, smell, or see any other group of dogs, and have their own <br /> HVAC system. The walls could be masonry or insulated framed walls, and masonry sub- <br /> straights instead of gypsum wall board, it is cement board. It's designed to mitigate about <br /> 70 to 80 decibels at about 400 hertz which is typical of large dogs barking. The individual <br /> HVAC systems are designed so that there's no duct work. <br /> Mr. Mendoza,Building Commissioner said that during Plan Review there was a discussion <br /> about location of snow removal, hours of operation, and when are dogs dropped off and <br /> picked up. He also wants to know how late into the evening are the dogs in the play yard? <br /> 12 <br />
