MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> NOVEMBER 28, 201.8 <br /> Attorney Kirrane said that Holmes and McGrath provided a number of areas that snow can <br /> be placed. The hours of operation are 7:00 am to 7:00 pm, 7-days a week. The dogs are <br /> brought inside at 7:00 pm. There will be no staff overnight. <br /> Mike asked about the two phase construction and the time frame of each phase. There could <br /> be building code as well as fire code changes within that 3 to 5 year construction phase. If <br /> the Zoning Board approves the building for the first phase that would be under the current <br /> building code,but the codes could change within the time frame on the second phase. There <br /> might be an issue later on if the construction is delayed later on. <br /> Kailey pointed out that the rectangle front end of the building will be the first phase, and <br /> the rear section will be done within 3 to 5 years depending upon the growth of the business. <br /> Attorney Kirrane said that his clients would want to see the business grow and want to <br /> make sure they can operate the business efficiently and economically. <br /> Mr. Mendoza asked what the configuration is for the play yard. He wants the Board to <br /> understand what the building will look like between the two phases. <br /> Mr. Learned pointed out that most of his clients phase out the construction of these <br /> buildings. But he will comply with any code changes if necessary. <br /> Chairman Furbush asked if the building requires a sprinkler system. Mr. Mendoza said that <br /> the square footage does not mandate that at this time. <br /> Chairman Furbush read the Town Planner comments into the record regarding the parking <br /> in front of the building. <br /> Attorney Kirrane said that the Board has the discretion if the project is improved <br /> esthetically, and they agree, then the parking can be in the front of the building. The <br /> Attorney said his clients have a separate plan showing signage with"drop off and pick up <br /> only" in the front of the building. Attorney Kirrane said that either temporary drop off and <br /> pick up parking with designated spaces or if the Board prefers to have the second concept <br /> option that was shown. The second option could cause traffic issues. <br /> Mr. Mendoza wanted confirmation that the number of parking spaces were exceeded, and <br /> the employee parking is in the rear of the building. He asked if the parking spaces in the <br /> front are specifically used for dropping and picking up of animals. He mentioned that a <br /> vote was taken and documented at Plan Review to keep the original layout of the building <br /> because it is much more attractive, and showed the temporary parking spaces. <br /> 13 <br />
