4 <br /> Community Preservation Committee <br /> Minutes <br /> December 6, 2018 <br /> PUBLIC COMMENT <br /> It was also noted the Capital Improvement Program (CIP) is currently reviewing the <br /> Middle/High School track project in conjunction with the artificial turf project at the school's <br /> stadium field to reduce cost constraints. The acquisition of artificial turf for athletic fields is not <br /> a permissible CPA expenditure. The CIP requested the Community Preservation Committee <br /> defer action on the track article which is proposed for funding at the May Town Meeting until a <br /> decision has been reached. The CIP is expected to fully act upon FY20 capital projects by mid- <br /> January. <br /> In response to the open invitation for applications, a total of(5)proposals have been received in <br /> request of CPA funding which brings forth a total submission of(17) applications proposed for <br /> funding consideration at the May 2019 Special Town Meeting. <br /> APPOINTMENTS AND HEARINGS <br /> Continued Review of Applications proposed for May 2019 Special Town Meeting; <br /> CPC Applications—Mqy Special Town Meeting 2019: <br /> Applicant: Mashpee Public Library <br /> Proposed Title: Preserving Our Past: Digitization of the Mashpee Enterprise News a er: <br /> $50,350: <br /> At the last CPC meeting there were questions with regards to the proposed application submitted <br /> by the Mashpee Public Library to fund the Digitization of the Mashpee Enterprise Newspaper. <br /> Kathleen Mahoney, Library Director was in attendance with Caroline Savage, the Assistant <br /> Library Director to update the CPC on the project proposal. <br /> In response to previous questions regarding the historical significance of the newspaper it was <br /> explained the Mashpee Enterprise is the paper of record where many historic events have <br /> occurred. The goal of this project is to digitize and preserve the aging newspapers to retain the <br /> history of the Town of Mashpee. The cost of the proposed project is $50,350. <br /> It was explained there are several comparable towns that digitize their newspapers with the use <br /> of CPA funding. Digitation is most recently used in the Towns of Harwich, Scituate and <br /> Gleason from 1979 to present and from 1986 to present. Additional Cape communities including <br /> the Towns of Falmouth Barnstable, Dennis and Nantucket have preserved newspapers dated <br /> from 1816, 1896, 1931 and 1946. Several Enterprise Newspapers were exhibited to show their <br /> deterioration. <br />
