5
Community Preservation Committee
Minutes
December 6, 2018
Applicant: Mashpee Public Library
Proposed Title: Preserving Our Past: Digitization of the Mashpee Enterprise Newspaper:
$50,350: (continued)
In consulting Janice Walford former Editor of the Mashpee Enterprise it is felt the Library would
benefit by starting the project in 1994 when the Mashpee Enterprise separated from the
Falmouth Enterprise. It was noted the Town of Falmouth began the digitization of the Falmouth
Enterprise in 1962. Digitization is currently made available to Mashpee by The Enterprise.
However,this practice may not continue.
A detailed proposal was received from Olive Software, a leading digitization vendor that is used
by the Town of Falmouth. Utilizing this vendor would retain software compatibility between the
two towns. Digitization would allow for the ease of data searchable by dates and topics through
online access. It is the intention of the Library to retain hard copies of the newspaper for users
who are not computer literate. Hard copies would be made available with possible climate
controlled storage at the Mashpee Archives.
If this project is supported procurement laws would apply.
Applicant: Deborah Dami, Town Clerk
Proposal Title: Historic Document Restoration: $188,112—Phase I:
Deborah Dami was in attendance to discuss the Town Clerk's Historic Document Restoration
project with members of the Community Preservation Committee. As a result of the enormity of
records in need of restoration, the $660,464 project has been tiered into (4) phases.
Phase I of the project scope estimated to cost$188,112 would preserve (37) Valuations from
1911 to 1972. This includes Personal Property from 1949-1972 and Personal Property Valuation
in 1986 as well as the 1915 Tax List, and 1932 through 1945 Tax List to include Tax Records
from 1927, 1928 and 1929, the microfilm and shipping costs.
The list of documents to be restored was compiled by KOFILE Preservation. Over the next two
years the Town Clerk intends to submit four applications to complete this project.
The Tax Collector's Office and Assessor's Office are noted to be supportive of the preservation
of these documents. It is uncertain if records pre-date 1911. All paperwork is currently on file in
the attic of the Town Hall. The documents when restored will be placed in the Town Clerk's
climate controlled vault.
The preservation and protection of the historical documents would also allow the public to access
personal ancestry information that is currently unavailable due to the condition of these records.
