Resource Area: LSCSF, Buffer Zone to BVW, Salt Marsh, Land Under Ocean, ACEC, <br />Mean High Water, Coastal Bank. <br /> <br />Matt Costa, Cape and Island Engineering, represented the applicant. He stated they have <br />a very limited work area to work with. He stated the proposed project consists of the <br />construction and maintenance of a single family dwelling with deck, stairs, rinse station, <br />Title 5 sewage disposal system with the installation of a Microfast Wastewater Treatment <br />System and an Ultra Violet Tertiary Treat System. The project also includes proposed <br />landscaping, gravel driveway, mitigation plantings and lawn areas with approved limit of <br />work in accordance with the Mashpee Lawn Standards. The septic and dwelling have <br />been located as far away from the resource area as possible. A temporary staging area <br />will be designated for material storage and woodcutting will be located in the upland. Mr. <br />Costa reviewed the proposed project on the plan provided. <br /> <br />Public <br /> <br />Jack Innavoli, abutter, across the street, 191 Monomoscoy Road, was concerned with the <br />size of the lot and that it may hinder access to his property. <br /> <br />Mr. Costa said they engineered the site which is a tricky site and it takes talented <br />engineers to come up with a plan that works. <br /> <br />The Agent asked about the material for the driveway. Mr. Costa informed him it is crushed <br />stone. The Agent stated the Board of Health is requiring the UV septic system because of <br />the tight squeeze on the lot so it requires additional treatment. He said DPW will require a <br />curb cut permit. He said he understands it is a very small lot and a tight squeeze and we <br />have a minimum setback of 35 feet which has been achieved. It is an ACEC area so you <br />won’t see any permitted dock and pier here because ACEC restricts any fixed piers. <br />Mitigation is shown on the plan. The Agent suggested that there be an elevated walkway <br />to get to the float so there is no foot traffic over the salt marsh. Mr. Costa agreed to submit <br />a revised plan. The Chair stated he would like to see a continuance in order to give the <br />abutter a chance to review the plan. <br /> <br />Motion: Chad Smith moved to Close and Issue with the condition that the applicant <br />work with the Conservation Agent with regards to traversing the Salt Marsh., <br />seconded by Mr. Dalton.
