RDA <br /> <br />Resource Area: Riverfront, Santuit River, Outer Riparian Zone <br /> <br />John Levelle, Baxter Nye Engineering, represented the applicant. The proposal is to build 11 <br />townhouses, two units each. The project is moved as far away from the river as they could except <br />for a small amount of work in the outer riparian zone. He said the project meets the Mashpee <br />Zoning bylaws. There will be some sedimentation controls put in before construction. <br /> <br />The Agent reviewed the area of the project on map showing the riparian areas and noted they have <br />stormwater control protocols. The project meets all the performance standards for riverfront. <br /> <br />No comments from the public <br /> <br />Motion: Mr. Sweet moved a Negative Determination, seconded Mr. Smith. Vote unanimous <br />4-0 <br /> <br />6:06 Town of Mashpee Department of Public Works, 0-213 Sampsons Mill Road. Proposed <br />culvert replacement and road work on right-of-way. NOI <br /> <br />Resource Area: BVW, River Bank, Land Under Ocean <br /> <br />Amanda Houle, Tighe & Bond, represented the applicant and reviewed the proposed project stating <br />the project is comprised of the replacement of an existing stone masonry box culvert with a modified <br />cast iron pipe inlet and headwall which is currently in structural failure with a new precast concrete <br />three side rigid frame structure. She noted the Santuit River is a cold-water fishery connecting <br />Santuit Pond to Popponesset Bay. The project includes the replacement of an existing cast iron pipe <br />inlet and stone box culvert with a new open bottom structure and new headwalls to restore the <br />streams continuity with the goal of improving fish and wildlife passage. Upon completion of the <br />work, the disturbed areas will be stabilized to match pre-construction conditions and erosion control <br />measures will remain in place and in good working condition until the soils have stabilized. <br /> <br />Catherine Laurent, DPW Director, stated the traffic will be detoured during the construction, <br />resurfacing, and drainage installed. Barnstable is a partner in this project. <br /> <br />The Agent stated this project is a much needed upgrade and will greatly improve the flow. He noted <br />the time restriction/time frame. <br /> <br />The Agent reviewed the pictures associated with the project. He noted the large boulders in the <br />area. Amanda Houle said she would investigate this and the Agent suggested checking with the <br />Division of Marine Fisheries to see if they should be retained. The Agent stated this is much needed <br />work due to a significant impediment to the fish passage. It is an outdated structure and opening it <br />up will greatly improve the flow and improve the cold-water fishery. He spoke about the time frame <br />restrictions and made a recommendation to place a time restriction from March to October. <br /> <br />No comments from the public <br /> <br />Motion: Mr. Sweet moved to Close and Issue with the condition that the timeframe <br />associated with the species that run in that river be honored. Seconded by Mr. Smith. Vote <br />unanimous 4-0 <br /> <br />6:09 Edward J. Maher, 39 Uncatena Road. Proposed planting of native shrubs and <br />herbaceous perennials.
