i <br /> The Town of Falmouth Comprehensive wastewater Management Planning Project document <br /> was also provided as a resource as to how Falmouth plans to fund their system. <br /> The Chair referenced Potential Local Funding Sources for Municipal water Quality Facilities <br /> and noted that 3 o different types of people would be impacted by a proposed sewer system. <br /> Among the individuals that would be affected, and possibly be required to assist in Funding the <br /> system, are year round and part year residents, residents of condominiums with existing <br /> functioning systems, commercial property owners, waterfront and non-waterfront residents who <br /> may or may not directly benefit and residents of adjacent towns. Awareness of the different <br /> types of individuals is necessary as the Conunission considers how to determine fair share <br /> payment for a sever system. The document also includes a list of local funding sources, such a <br /> betterments, property tax, betterments based on frontage or other factors, such as nitrogen <br /> contribution, and hook up fees. The Chair added that stormwater management and stormwater <br /> management fees are other areas of consideration. Mr* Lyons responded that, although <br /> everyone's situation is different, all residents are contra-butmg to the problem of nitrogen in the <br /> estuaries. Mr. Lyons emphasized that the public roust contribute to the solution. Chairman <br /> Fudala agreed, but added that public support will be needed in order to fund the system. The <br /> Chair discussed private treatment plants and the possibility of the Town taking thein over in ars <br /> effort to be fair to everyone, noting that private treatment plants have a higher cost than the <br /> septic systems. Chairman Fudala suggested the possibility of placing the majority of the expense <br /> on the tax base and a small mount on betterments and offer services to individuals with existing <br /> septic sterns or on-site dentes that are not tied into the sewer system. <br /> Ed Baker agreed with Mr. Lyons and sued that the resulting benefit would be a ton with <br /> improved embayrnent. Mr. Baker prefers not to utilize betterments, especially since betterments <br /> are not tax deductible. 1r. faker suggested reviewing the existing income for the Town and <br /> directing it toward wastewater capital and recommended identifying a way to generate additional <br /> income for wastewater capital. Mr* Baker suggested use of Community Preservation Act (CPA) <br /> money. The Chair responded that CPA money cannot be used for sever projects without special <br /> legislation. 11r. Baker also discussed the water district tax rate and recommended that Sever and <br /> Water be combined. The Chair stated that at least$ 00,000 could be saved by having the Water <br /> District also become a Sewer District. Mr. Baker's suggestions would not require taking money <br /> from the taxpayers but the Chair noted that the funds would be insufficient.to cover the $10 <br /> Million needed. Mr. Baker also suggested that Mashpee pursue the possibility of increasing the <br /> meals tax, hotel motel tax or room tax on summer rentals. Mr. Baker recommended that funds <br /> from the sale of love value town tax-taking properties be set aside for wastewater expenses. <br /> Chairman Fudala noted that further development would add nitrates to the system and Mr. <br /> O'Hara added that the properties are often utilized for affordable housing. Mr. O'Hara agreed <br /> with distributing the cost among the tax base and agreed that other sources should be considered <br /> in order to keep the cost of taxes down. Mr. Baker suggested consideration of residents on fixed <br /> incomes and the possibility that they may not support increasing taxes but Mr. O'Hara stated that <br /> if the Town does not support the plan, the federal government may become involved, dictating <br /> more expensive option. Mr. Baler recommended that a source of income be developed in order <br /> to limit increasing taxation and to prevent the need to borrow money. lith. Lyons agreed with <br /> Mr. Baker but referenced an article in the Enterprise regarding the $4.5 billion assessable tax <br /> base, noting that the value of the homes 'is attributed to the duality of life in Mashpee and that <br />
