723 Falmouth Road (continued) <br /> • Landscape Plan—proposing combination of red pine and red oaks; some white pines; and <br /> ground coverage of shrubs. Good landscape on sides and front so just filling in gaps with <br /> combination of trees and shrubs. Scott Carline asked whether visibility of traffic will be <br /> affected. Taylor Dowdy said "no"they are keeping low-lying plants in the front and keeping the <br /> trees toward the rear of the site. <br /> • Glen Harrington asked with there will be new underground fuel tanks. Response: "yes". <br /> • Regarding Septic, Glen suggested pulling some of the recirculating sand filter units out since <br /> use substantially reduced and it will not operate since it is not going to get the flow. <br /> • Mary LeBlanc said we like to see good 10' buffers on the property line and with the redo there <br /> is the opportunity to fill in the gaps. She said minor gaps need fill in on the West side. North <br /> buffer—where thin behind retaining wall she suggested perhaps some evergreens back there <br /> to avoid the disposal system. Mary cautioned that visibility is an issue so they should do <br /> calculations because bayberry does become quite large. Mary noted that evergreens are <br /> preferred in screening. <br /> • Tom Fudala commented that he heard white pines get too big and are fragile. He said condos <br /> keep wanting.to chop them down. Mary said but this is away from the road so would be <br /> appropriate. <br /> • No irrigation. Mary said then there has to be a water program when plantings go in. <br /> Everything needs maintenance. Mike Ford said protocol of maintenance would be marked on <br /> Landscape Plan submitted. <br /> • Tom Fudala asked whether there was an irrigation well on the property. Mike Ford and Taylor <br /> Dowdy said they didn't know. Mary said rule of thumb is first 3 years plantings need irrigation. <br /> • Kiosk...Mike Ford said last permit simply allowed retail sales there now. Catherine Laurent <br /> pointed out there is a vending area on the Plan. Mike Ford said there will be a soda machine <br /> and for air for the tires—no cigarettes. <br /> • Bob Nelson added that no cigarettes should be there. Bob said he is of the opinion that <br /> anything granted before should be null and void since no building there—changes too radical. _ <br /> Tom Fudala said this is a non-conforming use so everything they're doing is a modification of <br /> Special Permit. <br /> • Joel Clifford questioned the size of the canopy. Taylor Dowdy,said the height is 15'and as low <br /> as 13-1/2' to the fire nozzles. Taylor Dowdy said that would still allow Fire truck to get around. <br /> • Joel said a clarification of center line off Route 28 is needed by the Fire Department to <br /> determine fire truck access to the property. <br /> Conclusion: <br /> Plan Review <br /> Motion: Catherine Laurent motioned Plan Review to recommend approval of the plan to ZBA <br /> with the condition that revised Landscape Plan and watering protocol of maintenance be <br /> submitted for review and that the turning radius into the property be confirmed to be adequate <br /> for Fire.Department apparatus; Scott Cartine seconded the motion; and the motion was <br /> unanimously passed by Plan Review. <br /> Design Review <br /> Motion: David Kooharian motioned Design Review approves based on the Plan Review <br /> recommendations; Mary LeBlanc seconded the motion; and the motion was unanimously <br /> passed by Design Review. <br /> 2 <br />
