Community Health Center of Cape Cod, Inc. <br /> 107 Commercial Street <br /> Propose 22,000 square foot 2 story building <br /> Nutter McClennen & Fish LLP <br /> Attorney Lisa Cox addressed the meeting and said the property is on Commercial Street. Town owns <br /> the.property and leased it to the-Health Center. Lisa Cox said the Town was actually co-applicant to <br /> the Cape Cod Commission where they are currently still under review on this project. Access/egress <br /> remain off Commercial Street. Access off of Route 28 requested by Fire Department has been <br /> incorporated into the Plan. They are scheduled to go before Cape Cod Commission on August 4— <br /> hopefully for a final vote. Health Center received $6 Million grant from the Federal Government and <br /> there are strict time constraints so they are moving quickly. September 2012 is the deadline date <br /> when the building must be constructed and occupied. <br /> They are going before the Planning Board on August 3 and will be continued to August 17 so the <br /> Planning Board can vote after Cape Cod Commission August 4 t vote. As a result of the review minor <br /> changes have been made. <br /> Mike McGrath, the Civil Engineer, walked through the Site Plan and pointed out the proposed <br /> additions. <br /> • Existing drainage system being relocated. <br /> • Existing Ruck system to serve existing building. <br /> • Building second Ruck system that consists of a series of tanks, pump station and a filter and <br /> an absorbing system for the new flow. <br /> • Surface treatment for drainage. <br /> • Showed connected walkway for emergency access. <br /> Mary LeBlanc pointed out the Site Plan looks different than what she sees on the elevation in terms of <br /> retaining wall and grading. "Mike McGrath said there is a change that is not reflected on Site Plan. <br /> He said they will look at that. <br /> Mary said elevation going from 50 down to 36. She asked whether there was any talk of doing a rain <br /> garden. Response: just using grass line by retention basin. Mike McGrath said after 1" then it will be <br /> handled.by underground infiltration. <br /> Mary said she would like to see additional planting along buffer on the South side. Mary noted that <br /> we do require 10' buffer be retained between properties wherever possible. <br /> No irrigation on the property. Mary said then we have to hear how plantings are going to be watered <br /> and maintained. Applicant said Cape Cod Commission making this requirement also. LEED <br /> prevents irrigation; also, cost is an issue. <br /> Joel Clifford questioned whether there would be a curb cut from the proposed emergency drive to the <br /> service area. Bob Nelson commented that Fire Chief said you didn't need one. Applicant said they <br /> will maintain so it doesn't grow in with grass. <br /> Bob Nelson stated he likes the sidewalk but talking as emergency entrance he would lean to have a <br /> straight line rather than curve at the service entrance. Mike McGrath said another agency wanted <br /> 4 <br />
