The Chair suggested that the leadership had changed the tone of the Department. <br /> There was discussion about usage of social media to reach out to residents. The Chair noted the <br /> Committee's preference to be proactive instead of reactive and to work cooperatively with the Police <br /> Department. "Find the good and praise it." Chief Carline was invited to stay for the entirety of the <br /> meeting. <br /> Please refer to attached notes provided by Chief Carline for a more detailed discussion regarding the <br /> Police Department's efforts working with the Mashpee Community, <br /> Develop Process for Response to Resident Concerns-The Chair stated her preference to get <br /> the word out about the Committee and identifying a means to respond to resident concerns. The Chair <br /> stated that she had received a phone call regarding a racial, name calling incident related to a <br /> homeowner association in Mashpee. The Chair emphasized that she had received information second <br /> hand and that information had been listed on a web page. The Chair documented the situation and <br /> encouraged the individual to speak with the person involved to reach out to the Committee in a <br /> confidential matter. The Chair stated that another person had also expressed concern about another <br /> situation. The Chair inquired how the Committee wished to address such issues or what process to <br /> develop, since the Committee was not adjudicatory. The Chair spoke with a number of Town <br /> Departments to identify a possible means of assistance, but the original complainant never returned the <br /> call. Ms. Waterman suggested referring individuals to the appropriate resources. Ms. Wilson <br /> cautioned about our role as a Town Committee and not to go outside the scope of our mission. The <br /> Chair noted that reporting to the Police Department was recommended to determine whether any laws <br /> were broken. The Chair also discussed the matter with Nell Fields, who recommended that two people <br /> meet with an individual. There was discussion regarding ways to address concerns expressed by <br /> residents, including the gathering of information and then meeting as a Committee to discuss the <br /> appropriate options. Ms. Wilson stated that if it were an emergency situation, it would need to be <br /> addressed immediately by an appropriate entity and not wait for a Committee meeting. Ms. Johnson- <br /> Graham stated that it would be helpful for the Committee to be made aware of the situation. The Chair <br /> expressed concern that as a Committee meeting publicly, she was not sure the appropriate means to <br /> discuss confidential issues. Selectman Cotton suggested that the topic was beyond the scope of the <br /> mission of the Committee and suggested that individuals needing assistance be encouraged to seek <br /> help from the appropriate professionals. Selectman Cotton stated that an individual could not be <br /> forced to report an incident and seek out help. There was consensus that the original individual who <br /> was impacted could seek out information, and resources provided, but that the Committee should not <br /> actively seek out the individual. The Chair suggested reaching out to the Associations, and involving <br /> them in the efforts of the Committee. <br /> 2019 Meeting Schedule-The Chair inquired whether Committee members wished to continue <br /> to.meet on the second Tuesday of the month in 2019. Ms. Johnson-Graham responded that she had <br /> recently been appointed to the Mashpee Cultural Council and may have a conflict. There was <br /> consensus to maintain the second Tuesday. The Chair inquired whether the Committee would be <br /> willing to meet February 5, the first Tuesday, and there was consensus. <br /> Speakers for December Meeting-Ms. Wilson will make an announcement during reports. <br /> Veterans Parking Space Proposal-The Chair stated that the item should have been added to <br /> Old Business and invited Mr. Horner to discuss the proposal for the Veterans Parking Space. Copies <br /> of Mr. Horner's proposal were distributed and Mr. Horner discussed his proposal to locate one or two <br /> 2 <br />
