Matt Costa, Cape and Island Engineering, represented the applicants. He stated the <br /> proposed work includes coastal dune and beach nourishment and coastal bank <br /> stabilization along the east side of the property for the purposes of protecting the property <br /> from the effects of storm-water runoff and erosion. All activities will take place above the <br /> mean high-water mark. He explained the proposed work consists of placing a row of two <br /> foot plus size stones with coir rolls behind the stones. Also, the proposal consists of <br /> coastal bank stabilization and dune nourishment to protect the property from continuing <br /> erosion. The project will improve the natural capacity of the resource areas to protect the <br /> wetland value by the addition of proposed plantings. Mr. Costa, using the plan, described <br /> the construction access, and erosion and sedimentation controls. He noted the installation <br /> of the boulders and beach/dune nourishment will restore the eroded coastal beach, dune <br /> and bank areas and protect upland resource areas from future erosion. The plantings will <br /> be maintained for three growing seasons and replaced as needed to establish a densely <br /> vegetated area and a temporary irrigation system may be used to establish the plantings. <br /> He stated the project meets the performance standards. <br /> The Agent suggested adding some jute matting to the rocks to further stabilize the coastal <br /> bank and to request the sand nourishment be in perpetuity. He reviewed the project on <br /> photos provided. He also noted with the sand nourishment the sand has to be clean <br /> washed and compatible and these conditions needs to be put in permit. Additionally, the <br /> Agent recommended that the project include coir logs to rebuild/restore eroded areas of <br /> coastal bank. The applicant took it under advisement. <br /> No comment from the public <br /> Motion: Mr. O'Neill moved to Close and Issue in perpetuity and to follow proper <br /> conditions for sand and beach nourishment, seconded by Mr. Cook. He said the proposal was to construct a single- <br /> family home, title V septic system, and the installation of drywells for runoff. He noted the <br /> proposal on the plan provided. He said the project meets all of the performance <br /> standards. <br /> The Agent showed the photos of the area. No part of the project is within the 50-foot <br /> setback of the wetland so it doesn't trigger mitigation. <br /> Public <br /> George, an abutter was concerned with the septic being close to his property. The Agent <br /> stated this would need to be taken up with the Board of Health. The Commissioners would <br /> not issue the permit without the Board of Health approval. <br />
