AOOC <br /> Resource Area: LSCSF, Coastal Dune, Coastal Bank, Land Under Ocean. <br /> Matt Costa, Cape and Islands Engineering and Paul Lockwood represented the applicants. <br /> Mr. Costa stated they are requesting to amend the existing Order of Conditions to include <br /> the necessary dewatering activities as required to properly install a new foundation. The <br /> work will be performed in conjunction with Lockwood Remediation Technologies who have <br /> filed a separate Notice of Intent to perform the related work offsite along Nick Trail and on <br /> the Association Beach. He noted the Order of Conditions was issued on August 2, 2017 <br /> and the approval was to raze the existing single-family dwelling and construct a new <br /> single-family dwelling. <br /> Mr. Lockwood stated they are proposing temporary construction dewatering activities <br /> necessary to install a new foundation. The dewatering will be conducted using a series of <br /> well points surrounding the perimeter of the work area to lower the groundwater elevation <br /> while construction activities take place. The groundwater will be lowered by pumping the <br /> groundwater into a treatment system discharging it into Popponesset Bay. He explained <br /> the process. They applied for permits from EPA and DEP and had a meeting with the <br /> Popponesset Beach Association and they gave approval subject to the Conservation <br /> Commission's approval. <br /> The Agent reviewed a list of concerns from the Popponesset Beach Association Meeting <br /> and asked Mr. Lockwood for his responses. Mr. Lockwood stated there won't be any <br /> impact to the jetty. The system does have an alarm system in the case of leakage or <br /> power outage. The pipe will be flagged and anchored. The duration of the project will be <br /> approximately two weeks. The Agent requested a summary of the project be given at its <br /> conclusion. <br /> Harold Cloran, Popponesset Beach Association, asked if the project could go on more <br /> than two weeks given weather conditions. Mr. Lockwood stated it is possible but they <br /> already have accounted for the loss of up to seven days and under normal circumstances <br /> they believe they can get it done in less than a week. The Agent requested a condition be <br /> placed that if the project extends beyond the two weeks that Conservation be notified. <br /> Motion: Mr. Smith moved to approve the Amended Order of Conditions to include <br /> dewatering activities with the conditions as discussed.
