3 <br /> Community Preservation Committee <br /> Minutes <br /> December 18, 2018 <br /> NEW BUSINESS <br /> Deliberations on May 2019 Project Proposals: (continued) <br /> In considering land acquisition,the utilization of the Affordable Housing Trust (AHT) as the <br /> potential recipient of all affordable housing projects was highly regarded for ease of management <br /> and direction through the Office of the Town Manager. <br /> It was agreed that projects with expiration dates would be prioritized as costs may rise in the <br /> future. The CPC would also have the discretion to appropriate a certain amount of funding; <br /> more or less, not necessarily what was requested to move a project forward. <br /> Funding currently available for appropriation was disclosed as follows; <br /> Budgeted for Appropriation Reserves (available for calendar year) $1,008,051.00 <br /> 10% Reserves for Open Space & Recreation Purposes: $397,922.31 <br /> 10% Reserves for Historic Purposes: $971,097.85 <br /> 10% Reserves for Affordable Housing Purposes: $605,496.05 <br /> CPC Fund Balance: $1,793,865.97 <br /> Total Budget: $4,776,433.18 <br /> Acquisition of 9 Quashnet Road - $161,900: ($170,000 in Funding is encumbered) <br /> Motion made by Mr. Smith to approve and recommend to the May 2019 Special Town <br /> Meeting, the re-authorization of the Acquisition of 9 Quashnet Road in the amount of <br /> $161,900 to include language authorizing the Board of Selectmen to take the parcel by <br /> purchase or by eminent domain authority for Open Space & Passive Recreation purposes. <br /> Motion seconded by Ms. Waygan. <br /> VOTE: Unanimous. 6-0-2. <br /> Roll Call Vote: <br /> Mr. Gottlieb,yes Mrs. Thayer,yes Mr. Hyde,yes Mr. Halpern, abstained <br /> Ms. Waygan,yes Mr. Pizzo, abstained Mr. Harsch,yes Mr. Smith,yes <br /> Opposed, none <br />
