8 <br /> Community Preservation Committee <br /> Minutes <br /> December 18, 2018 <br /> NEW BUSINESS <br /> Deliberations on May 2019 Project Proposals: (continued) <br /> Town Clerk—Historic Document Restoration: $188,1.12—Phase L• <br /> To adhere to the mandates of the CPA Act, it was agreed the Historical Commission would be <br /> requested to review the Historic Document Restoration project to determine if the resource is <br /> significant in the history, archeology, architecture or culture of the Town of Mashpee to establish <br /> eligibility. <br /> The Town Clerk indicated the records have been reviewed by the Town Assessor and <br /> Treasurer/Tax Collector. The documents intended for restoration are deemed permanent records <br /> and required to be maintained in perpetuity. It is therefore imperative the Town begin an <br /> aggressive restoration project to preserve the documents before they are permanently lost. A <br /> copy of a distressed book in dire need of restoration was presented to the CPC for review in <br /> comparison to a vital records document recently restored. <br /> To conform to the request of the CPC at their last meeting, all required CPC Application pages <br /> have been submitted. The matter under advisement to obtain an opinion from the Historical <br /> Commission. <br /> Restoration of the Parsonage: $400,000: <br /> This Mashpee Historical Commission voted unanimously on December 21, 2017 to support the <br /> efforts of the Mashpee Wampanoag Historic Preservation Department of the Mashpee <br /> Wampanoag Tribe in their quest to preserve The Parsonage. <br /> Previous communication from Town Counsel has advised the project constitutes an allowable <br /> use of CPA funds subject to Section 2, of the Community Preservation Act, General Laws <br /> Chapter 4413; "Historic resources", a building, structure, vessel real property, document or <br /> artifact that is listed on the state register of historic places or has been determined by the local <br /> historic preservation commission to be significant in the history, archeology, architecture or <br /> culture of a city or town. <br /> The Community Preservation Committee also has the ability to apply its own established criteria <br /> to demonstrate a public benefit. There is no mandate for any level of public access to a building <br /> or structure under consideration for funding. However, the CPC related concern regarding the <br /> ability to have public access to The Parsonage with the use of public funding. <br />
