3 <br /> Community Preservation Committee <br /> Minutes <br /> June 1, 2017 <br /> Catherine Laurent-Pickleball Court Construction with Pgking and Site Amenities: (continued) <br /> Previous comments from.the CPC members requested additional site improvements, increasing <br /> the amount of courts ftom six to a total of eight, incorporating a pedestrian connection to give <br /> separation from vehicular traffic, and to Incorporate enhanced landscape and buffer type <br /> screening to soften the appearance of the multi-use courts and fencing. Ms. Laurent indicated <br /> that a landscape plan would be developed upon approval of the project. It was noted the existing <br /> pollinator garden along with several lame trees would be retained., <br /> As a result of Input from the last meeting,the $215,000 budget request was modified to <br /> incorporate the recommendations to reflect a new total budget of$315,000. <br /> Prior history of the site was briefly discussed. Ms. Laurent lndicated the site location with its <br /> proximity to Route 130, added overflow parking at Community Park and the proposed <br /> enhancement of the area as it abuts Route 130 is the preferred site location for the courts. <br /> However, if necessary permits are not secured, a second site location is under consideration. The <br /> alternate site is located on Ashumet Road across from the rear fields of Heritage Park adjacent to <br /> the Mashpee Dog Park. The project proposal incorporates a separate parking area for the <br /> Pickleball Courts. Parking is not planned at the dog park. <br /> It was noted the secondary site is a potential location for the Town for wastewater use, and the <br /> area was recently proposed for the disc golf program. It was disclosed that additional costs are <br /> rewired for paving and the clearing of the wooded lot to bring forth a total cost estimate of <br /> $418516700 <br /> To enable the project to move forward Ms. Laurent has requested the CPC authorize$420,000 <br /> for the project. Funding not expended for this project would be returned to the coffers of the <br /> Community Preservation Committee. <br /> In considering the application, Ms. Laurent was asked why additional locations have not been <br /> considered for this project. Ills. Laurent responded by stating that additional locations were <br /> reviewed. It was disclosed there are restrictions relative to the use of school property during <br /> school hours. In addition to the high school site location, additional schools were contemplated. <br /> Currently,the picl leball sport is played at the Quashnet School after school hours only. The <br /> Breezy Acres site located adjacent to the high school was evaluated, but it is also restrictive from <br /> development as a result of wastewater issues. The site of the Town Hall was also considered, <br /> and deemed an impact to the operation of this facility. <br /> The Main Street/Route 130 location has 'Immediate access to overflow parking and the site <br /> location does not involve extensive clearimg. <br />
