MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> JANUARY 9,2019 <br /> Ashley Fisher, Shellfish Constable told the Board that there was some confusion with the <br /> February plans. She said she didn't know that the pilings were removed, or what was <br /> changed. She apologized and noticed that the four pilings were removed and Mr. Cavossa <br /> did comply. There was just a question on one piling on the float. Rick York, the Director <br /> believes that the two pilings on the float are sufficient to keep the float in place. She said <br /> that she did not see the February plans until this past week. She said that Cavossa did make <br /> the improvements, and is in line with the other docks. The Harbormaster agrees with her. <br /> She said that in conclusion, the owner agreed to remove the four pilings on the fixed pier <br /> on the very end, and those were removed and is now a straight walk-way. <br /> Mr. Furbush would like the Harbormaster to submit revised comments. <br /> Mr. Cavossa said they removed the "L", and just have a ramp as discussed with the <br /> Shellfish Constable at the time, but he did not return phone calls. <br /> Ashley said the reason is that her predecessor left and she did not see his emails. She <br /> reviewed the plans and confirmed with Mr. Furbush that she was in agreement with the <br /> proposed plan and the four pilings were removed. Mr. Cavossa had 17 pilings, and now he <br /> is down to 13 pilings. She said because the area is so shallow, it's actually better that the <br /> dock is further out into the channel for shellfish habitat so that the boat won't bottom out <br /> at any extreme tide. <br /> Mr. Furbush said that nothing can be approved until he receives final positive <br /> recommendation from the two parties,being the Harbormaster and the Shellfish Constable. <br /> Ashley said she will ask John Santangelo to submit something to the Board. <br /> Mr. Mendoza stated as what Mr. Blaisdell had stated earlier is that he would like to have <br /> both the Harbormaster and the Shellfish Constable submit the appropriate letters to his <br /> office, and once received will notify the Board. <br /> Mr. Blaisdell suggested as one member, he would condition the approval based on <br /> receiving positive final approval from the Harbormaster and the Shellfish Constable. <br /> Sharon read the Board of Health, Conservation Commission, and Inspection Department <br /> comments into the record. <br /> Mr. Blaisdell stated that he and the Board are not familiar with the boating industry, and <br /> that's why the Board relies on other Town Departments who are experts on these areas. <br /> This presentation should be made to the Harbormaster,and the Harbormaster should make <br /> a recommendation to the ZBA on his current position with the current plan. <br /> Mr. Robert Luckraft an abutter read his letter to the Board for the record. He was unaware <br /> that there is a new Harbormaster now working for the Town. He believes that the safety <br /> and navigation issues where not discussed with Conservation. <br /> 7 <br />
