4
i
the construction of a new private pier, ramp and float and the removal of the
existing landscape steps, He noted a copy of the proposal has been submitted
to the harbormaster and shellfish constable. He described the project on the
plans he provided and also described the landscape plans. They are proposing
to install the retaining wall along the bottom of the bank and plant native grasses
to stabilize the bank. He described the phragmites eradication plan which is a
multi-gear plan which will allow the natural vegetation to come back. He
described the new pier which will go thru the Chapter 91 license procedure. He
said the project meets all of the applicable performance standards.
The Agent asked if the new structure will include a gutter or drwell system to
eliminate the runoff on the site. Mr. costa stated gutter, downspouts and
drywells will be installed. Mr. Costa said there are two lame pine trees leaning
towards the house which will be removed and the others As noted on the plan will
be taken down because they are within the house footprint. The Agent
recommended for the trees that need to be removed from the bank that there be
some revegetation in that area. He reported the harbormaster and shellfish
agent have signed off. The Agent prefaced a letter from Mr. Rucky, 8
ummersea Road. He said there is a retaining wall being proposed and right
next to it is a subsurface storm water drain connected to the road. He read Mr.
Fuck }s letter who was concerned the storm water pipe could be damaged. The
Agent said there has been considerable communication over the pipe and
doesn't foresee there will be any impacts to the storm water pipe due to
construction. He said we can condition the project to reflect caution regarding
the pipe to avoid any interference with the pipe. The Chair suggested
surrounding the storm drain with hay bales to prevent debris from'getting down
the storm drain. Mr. Costa said he will submit a revised pian to reflect this. The
Agent'read the Board of Health has received the application and it is under
review for a 3 bedroom Borne.
There was a discussion on whether or not the property was pre 1978 because
the field card in the Assessor's office notes 1994. It was agreed that Mr. Costa
would go th ru the records and suppler that information.
No comments from the public
Motion: Mr, McKay roved to close and Issue with the contingency we get
the val i daflon of the dates of the structure that resides currently on the
property. seconded by Mr. Shaw. vote unanimous 6-0
6:09 Pamela S.
