He explained the <br /> purpose of this project is to construct a new vinyl sheet pile wall to replace a previously <br /> existing timber bulkhead. He noted the project on the plan. The condition of the <br /> bulkhead is in the state of creeping failure which has definitely outlived its useful life and <br /> there are safety issues. The new bulkhead would consist of composite sheet failing <br /> instead of timber. He noted the details on the plan and noted construction would be on <br /> the left side of the Douse and most of the work would be performed from the upland. He <br /> noted Mr. Sylvestro would like to shift the position of the existing licensed dock to a more <br /> central location and submitted revised plans at the Agent's suggestion indicating the <br /> reference on the plana the salt marsh channel and adjacent does nearby. To improve <br /> the buffer, they have shown a buffer strip which would consist of beach grass, bayberry <br /> and beach plum mix. He said the project meets the performance standards. <br /> The Agent noted the Marine Fisheries letter and asked if there would be use of a bane. <br /> Mr. Borselli said most of the work would be done from the upland but if a bane is used it <br /> would be used during high tide. The Agent noted a siltation curtain should be used and <br /> that the Harbormaster and Shellfish constable both signed off on the project. The <br /> project meets all of the performance standards and the bulkhead will rewire an update <br /> of the chapter 91 license. The float is to be encapsulated and the Agent recommended <br /> substituting the beach grass with switch grass or blue stern. The Chair noted any lawn <br /> areas to be disturbed need to be comply with the conservation lawn standards. <br /> No comments from the public <br /> Motion: Mr. McKay moved to close and Issue', seconded by Mr. Slaw. vote <br /> unanimous. 5-0 <br /> 6:03 Drew Scarano, 53 Any Brown Road. He said the proposed <br /> project is to rebuild a damaged and rotted pier in the same footprint with a more <br /> improved version. There will be fewer piles in the rebuild and the decking will be the <br /> flow through decking, He will maintain the public access.stairs which will be built.a little <br /> higher. The float is a 10A float and if it is not approved by the harbormaster it will not go <br /> back in. He noted the pile in the front is licensed by chapter!91. <br /> No comments from the public <br /> Motion: Mr. McKay moved a Negative Determination, seconded by Mr. Shaw. <br /> Vote 6-0 <br />
