He requested a continuance. <br /> The Agent recommended a continuance due to lack of sufficient information on the plan, <br /> specifically, there was no 50 & 100 foot buffers shown. Additionally, there was a lack of <br /> landscaping details within jurisdiction. He recommended the Commissioners vote on Mr. <br /> Borselii°s request to continue this hearing. <br /> No questions from the public <br /> Motion: Mr. McKay moved at the request of the applicant the- bearing be <br /> continued to July 13 at 6:12 p.m., seconded by Mr. Shaw. vote unanimous 4-0 <br /> Enforcement order: 87 H ooppole Road <br /> The Agent stated this property is on John's Pond and reported he conducted a site visit <br /> and reached out to the homeowner thru a violation notice to let him know that there had <br /> been a violation discovered on the property. Basically, it was alteration of shoreline and <br /> land under waterbodies and waterways. The work that took place was clearing of trees <br /> on the shoreline, regrading, deposition and nourishment of sand brought in, rock <br /> retaining wall, and additional fill. Loam was brought in and seeded. He explained some <br /> of this could have been permitted if the homeowner followed the correct process.The <br /> Agent took 3 GIS images of the property} 2007, 2014, and 2017. He reviewed these <br /> images and noted there is no way of knowing hover many trees were taken down. He let <br /> the owner know an enforcement order will be forthcoming and his recommendation is to <br /> file an after the fact Notice of Intent. The N01 is to permit the alteration of shoreline, <br /> deposition of sand and construction of rock retaining wall as well as removal of fill (loan <br /> and grass seed) within 50 feet and mitigation in the 50' Duffer zone. There can be some <br /> flexibility on the timeline. He noted if the homeowner is willing to cooperate he doesn't <br /> recommend fining but noted an after the fact filing fees are doubled. <br /> Torte Feronti (Mashpee Commons Northbridge conservation Restriction: <br /> Signatures required. <br /> Tom Eeronti, Mashpee Commons, was present to explain the Conservation Restriction <br /> along with the Application document needs signatures of all of the Commissioners. The <br /> documents were signed by the chairman in January but he was informed by the state <br /> that additional signatures were needed. The Commissioners signed the documents. <br /> Administrative Approval: Revised plan for 13 Popponesset Island Road (Order of <br /> Conditions -2789) <br /> Matt costa, Cape and Island Engineering, represented his clients, Dean and Linda <br /> Schaffer; who are requesting an'Administrative review or a revised pian of record for the <br /> Order of conditions (DEP SE 43-2789) to approve a revised house footprint and grading <br /> sch'eme. The revised house footprint is located further away from the wetland than was <br /> previously approved and there is no change in the septic system. The Order of <br /> Conditions is valid until October 2 2017 and a request to extend the Order of Conditions <br /> is being requested. He was also requesting to approve to have the Order of conditions <br /> reference the revised plan dated -19-17. <br />
