Standards. He stated the applicant proposes to improve resource area values by <br /> improving water quality by providing mitigation in the form of quahog shellfish <br /> seed to be planted in the waters of Hamblin Pond under the direction of the <br /> shellfish department. The applicant proposes to donate $3,160.00 based on <br /> mitigation calculations. This project will make improvements to water quality and <br /> reduce nitrogen loading. The project meets all performance standards, <br /> The Agent noted on the photo the bulkhead and strip,of salt marsh. He said the <br /> mitigation regulations do require any mitigation in the form of-plantings be put as <br /> close to the resource area as possible. He agreed offsite mitigation in the form of <br /> shellfish mitigation would benefit in the form of water quality which far outweighs <br /> more plantings given the limited space available to the resource area. <br /> There was a discussion ensplash over and IIIb. Costa agreed to add drainage <br /> around thep ool. Ir. costa confirmed that no trees are to be removed and the <br /> Agent noted the trees need to be flagged and protected during construction. The <br /> Agent said the pool.and patio will not adversely affect the resource areas. The <br /> coastal bank is fully armored, no part of the salt marsh is to be affected. The <br /> modifications to the dock are proposed to strengthen the dock and make it safer. <br /> There is no adverse impact to A E . He said as long as there is some sort of <br /> capture method for runoff you eliminate affecting the salt marsh and that should <br /> be noted on a revised plan. <br /> Public <br /> Richard Moore, 21 Harnlin Road, abutter, noted the unique and fragile <br /> environment, He said the proposed project is very large and the pool will only be <br /> a few feet from the ACEC line and suggested it wasn't a good place to put the <br /> p <br /> ool. He was concerned with the runoff from the pool and the lighting and the <br /> effects on Hamlin bond. <br /> Deb Moore Williams, 21 Hamlin Road, abutter, echoed her brothers concerns <br /> about the ACEC and the concerns about the runoff. <br /> Mr. Costa said the height of the wall is going to act as a barrier and he will be <br /> submitting a reprised plan regarding the capture of the water. There will be no <br /> site runoff into the abutters property. <br /> No further comments from the public <br /> Motion: Brad Sweet moved to close and issue with the condition a revised <br /> plan is submitted as described. seconded by [fir. smith, Vote u nani ous <br /> -0 <br />
