Motion: Mr. Sweet moved to continue this hearing at the request of the <br /> applicant to September 28 at 6:03 p.m., seconded by Mr. Shaw. Vote <br /> unanimous 5_0 <br /> 6:03 Richard Kuusela, 379 Nlonomoscoy Road. Proposed construction of <br /> footbridge and after-the-fact permit of landscape wall and sand deposition. <br /> Cont'd from 7/13/2017. Homeowner to address wetlands violations. Nol <br /> Resource Area: LSCSF, Salt Marsh, Buffer Zone to Land Under ocean and <br /> Land Containing Shellfish. <br /> Tom Bunker, BSS Design, represented the applicant. He noted this hearing was <br /> continued from 7/13/2017 which is an after-the-fact filing to permit the landscape <br /> wall and sand fill on the uphill side of the wall. He stated the request for the <br /> footbridge has been withdrawn and has submitted a revised plan. He said a <br /> wetland specialist was hired to identify the upper limit of the salt marsh. After a <br /> meeting on the site, it was decided to pull the sand south of the wall landward <br /> and below the wall, core grass will be planted. He illustrated this on the photos <br /> provided. The grasses will be taken out and where some cutting was done it will <br /> be planted with native shrubs. <br /> There was a discussion as to whether there was any encroachment of the sand <br /> into the river. The Agent stated he didn't observe any sand going into the creek. <br /> He said the sand to be removed will be done by hand before the grasses are <br /> planted. Mr. Sweet was concerned that kayaks may be launched into Little River. <br /> We will make sure that a condition is put into place that this is not a beach <br /> access but salt marsh and no access of kayaks would be allowed that would <br /> damage the mitigation plantings or the salt marsh. The Agent stated a <br /> requirement is that a consultant needs to be hired to do a 3 year maintenance <br /> plan which is required before anything gets started. We need to see a signed <br /> contract which is in our mitigation regulations. <br /> No comments from the public <br /> Motion: Mr. Sweet moved to Close and Issue, seconded by Mr. Smith.
