N« <br /> _ Page to <br /> Board of Selectmen <br /> Minutes <br /> March 4, 1996 <br /> School Department Financial Analyā€˛ sis: <br /> Mr. Whritenour presented a financial overview of the School Department's <br /> operating budget through fiscal year 2002. The estimated School <br /> Department costs vs. the recurring revenue stream have been constructed <br /> using state aid, local receipts,property taxes, and general government, <br /> and debt service. <br /> Mr.Whritenour indicated that the opening of the new Mashpee High <br /> School will have minimal effect on the financial impact of the town. <br /> Funds left over from previous construction projects will offset the <br /> estimated balance of$139,519. <br /> It was noted that state aid has been trended to adjust for inflation at the <br /> rate of 3% per year. <br /> Mr.Whritenour indicated that the population from the school system will <br /> soon outgrow the current state aid levels. Due to middle school enrollment, <br /> there will be massive increases in budget levels by the year 2001. <br /> The estimated balance for the year 2001 is$1,853,525. <br /> Selectman Caffyn indicated that Mashpee and other Cape towns are <br /> receiving a disproportionately low amount of state aid for education in <br /> comparison with other Massachusetts communities, <br /> Selectman Caffyn will lead a sub-committee to research the issue of <br /> inequities in the distribution of state aid, and lobby the legislators to <br /> make the necessary changes to reflect fairness to all communities. <br /> Selectman Caffyn requested the Board support an article for the <br /> Annual Town Meeting Warrant in the amount of$5,000 to fund potential <br /> legal expenses to fight the state's education funding formula. <br /> Motion made by Selectman Caffyn to include the Town <br /> Meeting Article as proposed in the amount of $5,000 to <br /> contribute to a Cape legal fund to fight the state's <br /> educational funding formula as recommended. <br /> Motion seconded by Selectman Dinizio. <br /> YQTE.: Unanimous. 4-0. ' <br /> Selectman Caffyn recommended the Board submit a letter of support <br /> to the Barnstable County Selectmen's and Councilors Association. <br /> Motion made by Selectman Costa to authorize the Chairman <br /> of the Board of Selectmen to draft a letter of support to the <br /> Barnstable County Selectmen's and Councilors' Association <br /> as recommended. <br /> Motion seconded by Selectman Dinizio. <br /> T E: Unanimous. 4-0. <br />
