Y <br /> Page 3 <br /> Board of Selectmen <br /> Minutes <br /> March 4, 1996 <br /> { <br /> QLD B SINESS: <br /> Appointment of Full-Time Di atcher: <br /> Communication was received from Joseph Dellagala, Chairman of the <br /> Personnel Board dated February 23, 1996 recommending the appointment <br /> of Benjamin Perry, Jr. as full-time dispatcher. <br /> It was noted that the Personnel Board withdrew their initial recommendation <br /> to appoint Alison Taylor-Kelley as full-time dispatcher. <br /> Communication was received from Police Chief Przybylek dated <br /> February 15, 1996 recommending that Stephen Tippo, the senior dispatcher <br /> of the three candidates be appointed to the full-time position. <br /> It was noted that Chief Przybylek met with the Personnel Board to discuss <br /> the three applications and related interview process. <br /> Selectman Costa related concern with respect to the appointment process. <br /> We should support the recommendation of our department head, and <br /> appoint Mr. Tippo as the full-time dispatcher stated Selectman Costa. <br /> Selectman Caffyn indicated that she attended the interview process with the <br /> Personnel Board. It was noted that the new dispatch supervisor also <br /> attended, and concurred with the recommendation of the Personnel Board, <br /> Selectman Caffyn stated that the candidate selected is well trained, and the <br /> most qualified for the position. <br /> Motion made by Selectman Caffyn to appoint Benjamin Perry, <br /> Jr. to the position of full-time Public Safety Dispatcher as <br /> recommended. <br /> Motion seconded by Selectman Dinizio. <br /> .YQTE: 3-1. <br /> Selectman Costa in opposition. <br /> Request to Credit Officer for Previous Experience: <br /> William Przybylek, Chief of Police was present to request the Board <br /> grant credit to Police Officer Albert Todino for five years of previous <br /> service as a Police Officer. <br /> Due to budget constraints, Chief Przybylek recommended to issue <br /> credit to Officer Todino effective July 1, 1997 to ensure that sufficient <br /> funds are placed in next years budget for direct salary appropriation. <br /> It was noted that the financial impact is estimated to cost the town <br /> an additional $2,000 to$3,000 per year. The action is permissible under <br /> the collective bargaining agreement,and subject to the approval of the <br /> Board of Selectmen. <br />
