Page 7 <br /> Board of Selectmen <br /> Minutes <br /> July 1, 1996 <br /> PP NT AND HEARIT • <br /> mmi i n- d • <br /> Jim Hanks,a member of the Waterways Commission and Coastal Resource <br /> Management Committee was present to discuss the status of <br /> the Mashpee River with members of the Board and interestedP ublic. <br /> Also present were Perry Ellis,Harbor Master and Richard York <br /> Shellfish Constable. <br /> Mr. Hanks discussed the recommended analysis and ' <br /> y d action plan for <br /> remediation. (enclosed) <br /> Mr.York indicated that the first step in planning for the dredging process <br /> . P P g �g <br /> is the analyze the sediments. He noted that he will be applying for <br /> � <br /> grant funding to help support this endeavor. The application deadline <br /> is A PP <br /> August 2, 1996 to apply for state pollution grant funding. <br /> It was noted that previous studies never detected sources of coliform <br /> bacteria. All runoff points will be sampled to determine sources this <br /> month indicated Mr. York who noted that he receivedt fundingto <br /> install additional � <br /> additional catch basins to help control road run off. <br /> Mr. York suggested the Town seek guidance from the Army <br /> . Corps.s. <br /> of Engineers toformulate a sampling plan. In addition,the Waterways f <br /> 3 <br /> Commission will investigate further grant funding possibilities. It is not <br /> certain if the Mashpee River was granted a previous dredging permit <br /> Mr.Ellis indicated that he is currently working to obtain dredging g Permi <br /> t ; <br /> renewals for Popponesset Bay and Great'River. He suggested to use f <br /> funds from mooring fees and boat excise tax to support the dredging that <br /> is anticipated to begin in early 1997 for an estimated cost of$84,000. <br /> It was noted that the flushing of the may Mashpee River be improved <br /> P y p , <br /> y the above dredging proposal. <br /> Charles Costello urged the Board to prioritize the Mashpee River, and <br /> made note of a petition submitted to the Board of Health last year requesting <br /> maintenance and dredging. <br /> - Edward Baker indicated that flushing would improve the river and reduce <br /> coliform bacteria. He suggested to dredge the river using a miring process <br /> by removing the sand. <br /> With regards to the sediment testing,Mr. Baker suggested to measure <br /> the coliform bacteria and excess nitrogen on an hourly basis as it relates <br /> to the tidal flow. <br />
