Page 3 <br /> Board of Selectmen <br /> Minutes <br /> July 15, 1996 <br /> AEEQINTMENTS AND HEARIN S- <br /> I n 1 Ouenneville r : Fu 1 S ill• <br /> Colonel Donald Quenneville,Air Commander for the 102nd Fighter <br /> Wing met with members of the Board to address concerns about a <br /> recent fuel spill from the Base. <br /> On June 18, 1995, a spill of approximately 300-400g allons occurred <br /> when a pump for an oil-water separator at the end of theort runway <br /> failed dune � <br /> g a heavy downpour. <br /> Colonel Quenneville indicated that at this time,it is not known as to <br /> why the bottom pump failed during the rainstorm. An architectural <br /> engineering firm has been hired by the Base to address all storm drains <br /> to eventually eliminate the off-base discharge. <br /> The Board discussed matters relative to notificationrocedures, and the <br /> rem p <br /> oval of soils and organic material from property located in the Town <br /> of Mashpee. <br /> As noted by Colonel Quenneville,notification procedures have been <br /> corrected for all surrounding communities. The Department of Public <br /> Safety Dispatch Center has been designated as the appropriate entity <br /> Y <br /> with respect to notification for the Town of Mashpee. <br /> Colonel Quenneville indicated that this is the first occurrence of a spill <br /> off Base. The Department of Environmental Protection (DEP)was <br /> notified and on site within an hour, and the site has been remedied. <br /> Remedial response action was requested by DEP for further clean-up <br /> control,and the test results of June 21, 1996 found no significant <br /> release of petroleum products in the area informed Colonel Quenneville. <br /> Discussion followed with regards to drainage swales which cant'materials <br /> into the ponds, and the request for containment. <br /> Selectman Caffyn related concerns with respect to potential contaminants <br /> entering the ponds from the Base. The concept of having anything run off <br /> from the Base should not be allowed stated Selectman Caffyn who asked <br /> why the Base has not addressed this problem sooner. <br /> Elias McQuaid,Board of Health Agent indicated that Town Officials should <br /> be involved in the notification process. Colonel Quenneville suggested that <br /> DEP be consulted in advance to coordinate issues with regulatory agencies. <br />
