5 <br /> Finance Committee <br /> Minutes <br /> August 31, 2017 <br /> Review&Action-Draft October1 6,2017 Annual Town Meetin warrant: (continued) <br /> Article#2 1 To amend the zoning bylaw to allow the issuance o f p eci al Permits for drive-in <br /> eating places and similar consumer service establishments in the C-2 Commercial <br /> zoning districts, except in the Mashpce Center Overlay District. <br /> Tone Fudala,the Town Planner addressed Article#21 as referenced in Draft##5 of the warrant <br /> with the Finance Committee. Although the Town has not received any applications, approval of <br /> Us article would allow a drive through 'in the strip areas along Route 151 near Andy's Market <br /> and on Route 28 near otello's Lumber. This article would also rectify the existing Money Dew <br /> and Dunkin--Donuts establishments. <br /> The Finance Committee took action on the above referenced articles. <br /> Motion made by Mr. Avis to approve.Article##1 of the October warrant as written. <br /> Motion seconded by Mr. DelPonte. <br /> VOTE: Unanimous. -o. <br /> Roll Call vote: <br /> Mr. petten ill,yes Mr.DelPonte,yes Mr. Avis,yes <br /> Mr. McKelvey,yes Mr. McCahill,yes opposed, none <br /> Discussion followed with respect to Article#7 proposed to fund the new buy-down program. <br /> There was a lack of information and detail related to the project proposal. If the project is <br /> approved by a vote of Town Meeting,there is no outside review or oversight from the entity <br /> which is separate from the Town of Mashpee+ In considering the fature of this project and with <br /> the mortgage obligation fulfilled there is no plan or schedule to return funding. Alternative <br /> financing such as federal grants and revenue bonds have not been considered. If the property is <br /> sold, who would retain the funds? There is no involvement with the Affordable Housing <br /> Committee and no infortnatlon as to how the project will be administered. with respect to the <br /> MHA reserve end currently holding an estimated$200,000 there is no definition as to how lame <br /> this would grow, and there is no plan as to the use of available finding reverting back to the <br /> properties. <br /> Motion made by fir.
