The motion was unanimously <br /> approved <br /> Brian Baumgaertel amended the prior motion that the Board of Health include the condition that no building <br /> permit shall be issued until the septic design plan has been submitted and approved and the Grant of Title v <br /> Nitrogen Loading Restriction and Easement.documents are recorded at the Registry istry of Deeds with an <br /> executed copy submitted to the Board of Health. I alliope Egloff seconded the motion. The motion was <br /> unanimously approved. <br /> NEW BUSINESS <br /> I. Sign Expense warrants. None. <br /> . Review/Approve BOH Public Session Minutes: January 19, 2017. <br /> Brian Baumgaertel made a motion that the Board of Health approve the Public Session minutes of,January 19, <br /> 2017. Kalliope Egloff seconded the motion. The taction was unanimously approved. <br /> 3. Request for 2017 Residential Kitchen F en Permit: Laurin Balfour(dba S pinoloud). <br /> Glen Harrington commented that Laurin Balfour} owner of 14 Starboard Drive, has contacted the Health office <br /> several times inquiring about a residential kitchen,permit for cotton candy. The cotton candy will be prepared in <br /> her home with some of it to be packaged and then sold at different events. The cotton candy is non-potentially <br /> hazardous so it meets the requirements for a residential kitchen. The application fee has been paid, and an <br /> inspection will be required. ServSafe and Allergen Awareness certificates will be necessary since food is <br /> involved. <br /> Brian Baumgaertel made a motion that the Board of Health approve the request for a Residential Kitchen <br /> Permit for Laurin Balfour, 14 Starboard Drive, with the conditions that an inspection by the Health Agent be <br /> completed prior to the issuance of the permit and evidence of ServSafe certification and Allergen Awareness <br /> Certification are completed and forwarded to the Health Department. l alliope Egloff seconded the motion. The <br /> motion was unanimously approved. <br /> 4R Failed Septic System; 761 olds Barnstable load. <br /> Glen Harrington remarked that on January 17, 2017, he witnessed the septic tank at 761 Old Barnstable load <br /> overflowing to the surface of the ground and the leaching pit, which had been excavated, with effluent over the <br /> top of the pit. The Sail Absorption System was in obvious hydraulic failure. <br /> The owners applied to the Barnstable counter Septic Loan Program and were denied due to encumbrances on <br /> the property. The owners then applied to the Board of Health for the Town of Mashpee's low interest septic <br /> loan program. The chair of the Board of Health gave a preliminary approval so that the system could be <br /> repaired as an emergency. Formal approval for the use of the Town's septic loan program is now before the <br /> Board. The tax information has been supplied for Board of Health review.,The septic system was repaired on <br /> January 31, 2017. At this point the cost was $6,000 and the recording of 76.5o will be placed as a lien on the <br /> property. The loan will be paid back by adding that monthly cost through the property taxes. <br /> Brian Baumgaertel made a ruction that the Board of Health approve the application for the Town of Mashpee's <br /> Septic Loan Program for 761 Old Barnstable Road as presented.
