a <br /> i <br /> designed by BBB Design. An actual groundwater eievation was taken of water in the sump pump in the <br /> basement of 24 Wilsons Grove. BBS Design was hired to go back to the property and survey the system and <br /> groundwater elevations. BBs Design has provided a sketch that shows that the four feet of separation exists <br /> and the system is a pass according to our regulation. <br /> Because Mr. Harrington gave his opinion based upon his surveying, the decision is presented to the Board to <br /> determine the final outcome. The existing system was installed to replace the failed cesspool in 1991 by Joe <br /> DiMaggio as an emergency. No engineered plan was prepared for the repair. Review of groundwater levels <br /> that were used for design plans in ether areas of surrounding properties indicate that groundwater was actually <br /> a little lower and also based upon an observation well at 29 Wilsons Grove in 1999 by Ed Pesce, an engineer. <br /> 25 Wilsons Grove design plan used the groundwater elevation that was also lower. <br /> Charles and Peg Ferreira, owners of 24 Wilsons Grove introduced themselves to the Board. <br /> Mr. Ferreira remarked that he contacted Glen Harrington and inquired how to remedy the situation. Mr. <br /> Harrington informed Mr. Fernera that the system would need to be lifted. Mr. Fernera hired an engineer to <br /> determine the elevations and correct the situation. <br /> Mr. Harrington remarked that the engineer, .teff Ryther, confirmed the elevations and stamped the plan. Mr. <br /> Harrington researched the abutting properties for groundwater and does not feel additional information is <br /> required. <br /> Mallory Langler made a motion that the Board of Health approve the BSS Design plan provided by Teff Ryther <br /> for 24 Wilsons Grove as the accepted high water mark and allow the system to pass as it does not fall below <br /> the 4' separation to groundwater. Laurel Almquist seconded the motion. The motion was unanimously <br /> approved. <br /> _ <br /> 7:25 PM —Title VVariance — 16 Bosuns Lane. _ <br /> Glen Harrington stated that several variances are requested to allow the repair of the existing Boil Absorption <br /> System which was originally installed partially off the property at 16 Bosuns Lane. The variance that is causing <br /> the plan to be reviewed by the Board is the one--foot reduction to groundwater. One discussion with the <br /> engineer was the fact that there was parking over the plastic chambers. The engineer and manufacturer <br /> provided specifications so that the chambers could be constructed for vehicle traffic. <br /> Peter McEntee P.E., with Engineering Works, representing 16 Bosuns Lane, introduced himself to the Board. <br /> Mr. McEntee stated that the existing system for the property located at 16 Bosuns Lane is too close to <br /> groundwater; therefore, an upgrade is proposed. Mr. McEntee is requesting the following variances: <br /> 1. A } reduction to the required 5' strip out boundary, for a ' strip out around the perimeter of the Boil <br /> Absorption System. <br /> . A } variance, Boil Absorption System to the property side line, for a ' setback. <br /> . A U variance} Soil Absorption System to the garage (slab), for a 4' setback. <br /> 4. A 4' variance, pump chamber to crawl space for a 6' setback. <br /> 5. A 1' reduction to the required 4' separation between high groundwater and bottom of Boil Absorption <br /> System, for a 4' separation. <br /> Laurel Almquist made a motion that the Board of Health approve the variances for septic repair at 1Bosuns <br /> Larne with the conditions that: <br /> 1. The property line adjacent to the proposed Boil Absorption System be staked in the field prior to the <br /> Boil Absorption System installation. <br /> 2. An engineered as built be required to confirm the elevations and locations of the proposed system. <br /> 2 <br />
