9 <br /> Board of Selectmen <br /> Minutes <br /> March 27, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Catherine Laurent,DPW Director: <br /> Discussion of proposed parking lot exansion at Mash Tee Do Park: <br /> The Mashpee Dog Park Coordinating Committee is proposing to expand the parking lot by eight spaces. <br /> Catherine Laurent, Director of Public Works recommended the Board move forward with the <br /> proposed expansion. A total of twelve spaces are on site. During high peak use periods, the number of <br /> spaces is inadequate and vehicles park along the side of the road. Tom Fox and Terrie Cook were in <br /> attendance to review matters associated to the Mashpee Dog Park with members of the Board of <br /> Selectmen. <br /> An expanded parking lot would better serve the visitors of the Mashpee Dog Park and eliminate the use <br /> of Ashumet Road for overflow parking. A grant has been secured from the Stanton Foundation(90% of <br /> the cost)with supplemental support of the Friends of the Mashpee Dog Park. There is no cost to the <br /> Town for this improvement. With the Selectmen's approval work would begin in the spring to make the <br /> parking spaces available to residents. The final course of asphalt would be completed in the fall. <br /> Discussion followed with regards to the use of the Dog Park facility. There has been concern that many <br /> users of the site are not Mashpee residents. It was agreed that a sticker system; utilizing existing stickers <br /> used for beaches,the transfer station and boat ramps would be considered to alleviate this concern. <br /> Members of the Mashpee Dog Park Committee were agreeable to the use of stickers to limit parking for <br /> Mashpee residents only. <br /> Motion made by Selectman Sherman to approve the proposed parking lot expansion at the <br /> Mashpee Dog Park, and to initiate a sticker system as referenced. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Selectman Sherman,yes Opposed,none <br /> Discussion of QuinaQuisset Avenue road closure/detour: <br /> A road closure is planned on Quinaquisset Avenue to replace a culvert at the intersection of Quaker Run <br /> (adjacent to the cranberry bogs). Catherine Laurent, DPW director indicated that a full closure is <br /> necessary as the culvert spans the entire width of the road. The closure is proposed during school <br /> vacation from Monday, April 17, 2017 through Friday, April 21, 2017. <br /> It was disclosed that construction will require excavation on both road lanes to remove the existing <br /> culvert and to install a new pre-cast concrete culvert before the partial collapse affects the road. <br /> Eastbound traffic will be detoured at Orchard Road. Westbound traffic will be detoured in Cotuit. <br /> Willowbend will allow local westbound traffic to detour local traffic. Roadwork may extend beyond <br /> April 21,2017, but a total closure would not be required. <br />
