Mr. Jack added that it would be years before a bike path <br /> could be developed, though it would be up to MassDOT ghat the ultimate plans would be for the rail. <br /> Mr. Jack stated that there was no benefit to the member towns to stop the process. <br /> Chairman Laurent noted that a letter was received from a Catumet resident who supported maintaining <br /> the rai I. <br /> Approval of Minutes April 12, 2017 <br /> MOTION: Mr. Tilton made a notion to approve the minutes of April 12, 200 meeting. Mr. <br /> Jack seconded the motion. All voted unanimously. <br /> Finalization of Ranking of Non-Price Proposals <br /> Board members reviewed the ranking of non-price proposals created by Weston& Sampson. The <br /> Chair inquired Whether Board members saw any changes to the rankings based on the interviews. <br /> Mr. ,Tack reported that his composite ratings for Recycling Solutions and Cavossa Disposal Were equal <br /> and he did not see changing it. The Chair referenced specific criteria, such as exceptions to <br /> performance orma.nce specifications, and provided an example that she would change Recycling Solution's <br /> ranking to highly advantageous since they withdrew their exception and Mr. Tilton agreed. All <br /> members agreed that Recycling Solutions remained Frith a highly advantageous rating for an overall <br /> composite rating. <br /> Regarding avossa.Disposal, there were no changes to any of the individual criteria.. There were also <br /> no changes to Saltine Warrior's rating. <br /> Mr. Costello suggested that the Board had completed their composite ranking for the finalists on the <br /> non-price proposals. According to Mr. cipione, the Board could now open the price proposals and <br /> p p <br /> then rank proposers 1, 2 and 3. <br /> Opening of Price Proposals <br /> The Chair opened the price proposals, <br /> Recycling Solutions <br /> -Base fee of$80!�100 per year (6 months in the 1'year) <br /> -Performance based fee, as additional compensation for per ton or approval of annual <br /> tonnage acceptance of more than 30,000 but less than 50,000 tons of waste <br /> -Annual college scholarships in the amount of$1,000 <br /> avossa Disposal <br /> -Base fee of 45 000 per year with June2017 start-- 2018/$78,000, 2019/$84,000, <br /> 20201$901000} o 1/$96PO, 2022/$102000 . . . same for 2023, 20241 2025 <br /> -Performance based fee, 10 per ton for all waste generated outside of Barnstable Counter and <br /> 1.50 per tori for waste generated within Barnstable County <br /> 7 <br />
