date (2111 Tuesday per month) and time as was in place prior to his becoming an
MWC member. He noted the date and time for the meeting was established long
before he became a member of the MWC and did not wish to make a change to
evening meetings. Most folks are familiar with the schedule of MWC meetings.
Moreover, the morning meetings allowed commission members to meet with
various town officials and departments to conduct the affairs of the Commission
as the Town would be open for its normal business. Ken noted that if a special
request was made by a Town resident, he would schedule an evening meeting to
make that accommodation.
Don MacDonald made a motion to continue the existing meeting schedule and
2nd by Don Barton. The motion was approved unanimously. Mr. Collins added
that Ken may be asked to explain this position with the Board of Selectman and
Ken noted he would be available if requested.
Mr. Collins was asked about the recent airing of a consideration for a town
owned marina in Ockway Bay (Aqua Marina). Don Barton mentioned that an
editorial in the Enterprise had outlined the prospects in net positive terms.
Rodney responded that any consideration was at the very earliest, and was in a
preliminary stage of discussion. He affirmed that there is a demand for more
slips and the Town could benefit from this revenue source, especially with a tight
budget and the projected tax rate pressures looming in 2021.
Alec Turner and Rick York both agreed that there exists a strong demand/waiting
lists for moorings and slips and that other localities (like Falmouth) garnered
substantial revenues from "Town owned" facilities. Tim Leedham voiced support
of the Town exploring developing Town Marinas and noted that yes, there is an
extremely strong demand for boat slips. He further added to keep in mind when
projecting revenue streams in comparison to the Town of Falmouth, our estuaries
are shallower and the average boat size will therefore be smaller than those in
Falmouth Harbor (an example), which is a deep water harbor.
Alec, based on his interactions with boat owners, felt a new 100 slip marina
facility would be fully rented. Don McDonald expressed doubts on boater
participation at that location without new dredging, and concerns about the
unknown costs for new dredging permits and dredge spoil disposal. It is
estimated that 26,000 cubic yards for the channel alone would need to be
removed to an unknown location, with no known solutions easily implemented or
identified for disposal. That estimate does not include the slips area that would
also have to be dredged. Ken noted he has been talking with the State on this
sediment disposal issue. Catherine Laurent felt that the number of 100 slips in
Ockway Bay was not realistic from her perspective. The number of slips would
be determined at a later date when a project engineer is retained.
