Page 2 <br /> Board of Selectmen <br /> Minutes-Special Meeting <br /> August S, 1996 <br /> Mhpee Commons --Regulatory Review Meetin : <br /> N- our goal is to arrive at a method to enable the process to begin as soon <br /> i' <br /> as possible in a manner that is comfortable with the CCC,MEPA, and <br /> the Town of Mashpee stated Mr. Storrs. <br /> Cape Cod Commission member,Margo Fenn indicated that there is a <br /> F p <br /> process currently in place for the purpose of tracking the CCC,s review <br /> and MEPA's review for an Environmental Impact Report. (EIR) <br /> It was noted that the Commission is obligated after MEPA's review to <br /> hold a final hearing, <br /> Selectman Dinizio indicated that the land use development element of the <br /> Local Comprehensive Plan should be in close concert with the plan <br /> envisioned for the Mashpee Commons development proposal. <br /> Ms.Fenn noted that the Commission cannot approve a Development of <br /> Regional Impact(DRI)without the Town's approval of the zoning change. <br /> Tom Fudala,Town Planner agreed that the proposal should be consistent <br /> with the Town's version of the Local Comprehensive Plan. He suggested <br /> the Board consider placing the zoning changes on the May Town Meeting <br /> warrant, and not wait for the LCP to be fully adopted. <br /> The set backs and lot sizes within commercial areas are simple zoning <br /> changes that do not increase impact stated Mr. Fudala who noted that the <br /> issue of residential development brought into a commercial area is the <br /> only significant matter. <br /> In addition, Ms.Fenn strongly recommended the Boch Center for <br /> Performing Arts be coordinated with the Mashpee Commons development <br /> proposal. <br /> Doug Vigneau,Executive office of Environmental Affairs recommended <br /> the developer submit a draft supplemental Environmental Impact Report <br /> to the regulatory agencies, and allow the Town to review and approve the <br /> zoning changes at Town Meeting prior to the final regulatory review. <br /> g ry <br /> Discussion followed with respect to the development proposal. It was <br /> noted that the Town of Mashpee has not yet reviewed the master plan <br /> in full detail form. <br /> 4 Selectman Caffyn related concerns with respect to segmenting the <br /> -L� g g proposal. <br /> Several aspects of the original plan have not been fully completed. Projects <br /> include Job's Fishing Road, and the aspect of signalization to rectify area <br /> traffic concerns on Donnas Lane and Rte. 28. <br /> F.•z.7N <br /> 'seri y <br />
