Page 3 <br /> t <br /> Board of Selectmen <br /> E: Minutes <br /> .r <br /> August 19, 1996 <br /> Review <br /> f October Town M 'n WD=f #1- <br /> Ben Gordon and Jim Hanks of the Waterways Commission were <br /> present with Harbor Master Perry Ellis to discuss Articles#47 and#48 <br /> with the Board of Selectmen. <br /> Article#48 will allow for the appropriation of funds to the . <br /> Waterways Improvement Account to be expended under the direction of the <br /> Board of Selectmen for the purposes of maintenance dredging in <br /> Popponesset and Waquoit Bays, <br /> It was noted that the 1987 dredging permits for the above are due to <br /> expire on October 16, 1996. <br /> The sum of$95,000 will fund maintenance dredging and the post } <br /> dredge survey as required by the permit application informed Mr. Gordon <br /> who noted that all permits are in process. If funds are appropriated, <br /> it is hopeful to begin the dredging next spring. <br /> Mr.Gordon indicated that mooring fees and boat excise taxes will help <br /> to offset the maintenance dredging costs in addition to utilizing funds <br /> that currently exist in the Waterways Improvement Account. <br /> It is the consensus of the Board to further discuss funding mechanisms <br /> with the Finance Committee. r 3 <br /> Article#47 will fund engineering services for all required permits for the <br /> dredging of the Mashpee River. If successful, theg <br /> ermittin process <br /> P <br /> may be obtained in one to two years indicated Mr.Hanks who noted that ' <br /> there is no guarantee the Town will obtain all the necessary permits. <br /> Discussion followed with respect to the condition of the Mashpee River. <br /> P <br /> r' <br /> Mr. Gordon indicated that the Waterways Commission is not in favor <br /> of the "piece meal" approach to dredging. He recommended that the bay <br /> be reviewed as a whole system, and work out along range systematic <br /> plan for the enure dredging proposal, 3 <br /> j <br /> It was noted that the last comprehensive study of Popponesset Bay was <br /> conducted in 1982. <br /> Article#46 is proposed to establish a Coastal Resources Management ; <br /> Committee. Discussion followed with regards to the make-up of the <br /> committee as outlined. <br /> i <br />
