Box 554 -, 41996 <br /> Mashpee,Mass. 02649 IN <br /> MA:5t1VJt;t:0=0 MEN'S <br /> Subject: Proposal-Development of Groundwater Monitoring Plan OFFICE <br /> Massachusetts Military Reservation <br /> Dear Greg: <br /> I have prepared this subject proposal in response to your request of September 16, 1996. The proposed approach . <br /> incorporates concepts and strategies stated in the letter from Kopelman and Paige,P.C. dated September 6, 1996 and <br /> our discussions over the past week. we generally concur with Kopelman and Paige' approach of developing a <br /> program that demonstrates that in addition to known plumes emanating from the MMR towards Mashpee town <br /> limits being addressed by the Government,that additional plumes and/or"branches"of existing ones may pose a <br /> threat to the Town. However,instead of developing a detail written groundwater monitoring plan for submission to <br /> the Government and incurring the cost associated with its preparation,we take an approach that relies on the same <br /> type of supporting documentation but focuses on presentation materials and negotiations. If our presentation of a <br /> recommended groundwater monitoring plan leads to fruitful negotiations with the Government,they can develop <br /> the work plan and implement the same at their cost,not the Town's cost. On the other hand, if the Government is <br /> not receptive to our recommendations, it will be relatively easy to take the next step and formalize our <br /> recommended groundwater monitoring approach into a written Groundwater Monitoring Plan. The process could <br /> then follow the approach offered by Kopelman and Paige. <br /> We propose the following scope of work to achieve the objective of being prepared to present,defend and negotiate <br /> an approach to monitor the groundwater resources of the Town of Mashpee that may be effected by plumes <br /> emanating from the MMR. <br /> T <br /> Task A-Establish Goats of the Groundwater Monitoring Plan. The purpose of this task is to determine the goals to <br /> be achieved with this effort that are important to the Town. I envision this to be accomplished as part of an <br /> afternoon or evening working meeting with interested parties of the Town. I would envision the goals that would <br /> be established could range from monitoring groundwater quality at residential areas and adjacent to ponds to <br /> determining if there is a need for a"sentinel"or warning system for municipal water supplies. <br /> Task B-Identification of Potential Receptors. This task will be done to assure that we have not only included <br /> potential receptors noted by the Government,but discuss others that may be unique to the Town. I propose that this <br /> would be discussed during the second half of the meeting to be held as part of Task A. <br /> Task C-Review of Relevant Technical Documents. We are aware that many technical reports have been prepared <br /> for work completed at the MMR. We will focus our review on those work products that deal with spills and waste <br /> disposal practices that if releases did occur could potentially impact groundwater flowing towards Mashpee. This <br /> would include going back to early documents that might have determined sites did not warrant further action. We <br /> will also focus on those documents that have attempted to model the aquifer in the Mashpee area and compare <br /> historical projections with actual plume migration. We will map our understanding of the site hydrogeology and <br /> contaminate plumes on the same map we used in identifying potential receptors. We will then locate all known <br /> monitoring wells and monitoring wells planned as part of the Strategic Plan. By studying the relationship of <br /> receptors,present and projected plume locations,present and planned groundwater monitoring locations,we will be <br /> able to identify if,and to what extent, gaps exist in providing groundwater monitoring plan that is protective of the <br /> Town` residents and resources.
