VV00DARD &CURRAN
This task also assumes that we have ready access to the technical library that has been assembled for the MMR
environmental remediation process and that we can either have a work space provided at the MMR facility or in the
Town's offices. We are planning to be on-site for one week in reviewing and compiling relevant information.
Task D-The proposed groundwater monitoring plan needed to address the gaps identified in Task C will be
developed using a presentation format. The materials developed, however, will be specifics enough to enable
negotiations with the Government regarding monitoring well location, depth, construction, sampling, etc. We
anticipate that sufficient information will be gathered to determine whether in addition to monitoring, some form of
active remediation is required to mitigate an identified threat to the Town.
Task E-Presentations and Negotiation. We propose to present the results of Task A through D to the Town prior to
meeting with the Government. We will incorporate comments received from the Town and then meet with the
MMR for a"working session". The intent of the working session is to incorporate a presentation with a negotiating
session in which we seek commitments and/or decisions. I do not recommend making a presentation and dropping
off a report, because I doubt we would hear from them for some time.
Schedule.
We are prepared to commence this work immediately upon authorization to proceed. We believe Task A through D
could be completed in three to four weeks from the date authorization. The presentations can be scheduled to occur
immediately after concluded Task D or as deemed appropriate by the Town. I am not aware of any particular time
constraint regarding the schedule, however if there is one we can adjust our resources in an effort to meet your
needs.
Budget.
The primary participants on this project will be myself and a mid-to senior level hydrogeologist. We estimate that
the budget for the project will include$7,000 to$8,000 dollars in labor and about$1,000 in expenses. We
recommend the Town establish a budget of$9,000 for the proposed scope of work. We propose to provide these
services in accordance with our existing agreement with the Town.
We appreciate the opportunity to be continued service to the Town and look forward to working-with you on the
phase of the project. If you have any questions regarding this proposal, please call.
Sincerely,
Woodard&Curran,Inc.
William R.Fisher,PE
Associate
cc: Robert Whritenour
