10 <br /> Board of Selectmen <br /> Minutes <br /> February 11, 2019 <br /> APPOINTMENTS & HEARINGS <br /> Discussion of Implementation Plan for Recycling hanges at the Transfer Station: (continued) <br /> The Board of Selectmen requested flexibility to increase the start of the program earlier. It was <br /> recommended the program increase signage with added signage at the container site. Education should <br /> reveal the substantial costs the Town would incur by not recycling. It was agreed the initiative to recycle <br /> would be advertised in the local newspaper, and within the schools. Changes to the program would <br /> include the interaction of the staff with the users of the recycling area. Staff and contractors have <br /> requested the tables be brought back into the program to sort and minimize the contamination of the loads. <br /> Information would also be distributed at the Transfer Station gate and at Town Meeting. <br /> Motion made by Selectman Gottlieb to adopt the Director of Public Works Separation and <br /> Implementation Plan for Recycling Program Changes at the Mashpee Transfer Station. <br /> Motion seconded by Selectman Cotton. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Sherman,yes Selectman Cahalane,yes Selectman Gottlieb,yes <br /> Selectman O'Hara,yes Selectman Cotton, yes Opposed, none <br /> Presentation of the FY 2020 Cape Cod Technical High School Budget, Update on Cape Cod Technical <br /> High School Building Project; Superintendent Robert Sanborn: <br /> Robert Sanborn Superintendent of the Cape Cod Technical High School was in attendance to review the <br /> assessments for fiscal year 2020 and to give an update on the high school building project. School <br /> Building Committee members Scott McGee and Dave Bloomfield were in attendance. <br /> It was reported that Mashpee has a decrease in the number of students attending the technical school in <br /> FY20. Overall there is a decrease of 21 students from the representing communities with Mashpee down <br /> by 4 students with a total enrollment of 49 pupils. <br /> The total operating budget of the Cape Cod Technical School is $15,087,000, almost 1%higher than last <br /> year. The 0.96% increase over FY19 is due to enrollment decline and cost assumptions relative to <br /> insurances, snow removal and sanding, the school resource officer, equipment maintenance and capital <br /> building improvements. Mr. Sanborn indicated he is devoting $200,000 in next year's funds to offset <br /> local revenue. <br /> A ground breaking ceremony was held on January 11, 2019 for the new school. The $104,000,000 <br /> construction budget came in at $91,000,000. The amount borrowed for the project is $67 million with an <br /> interest rate of 3% over a 30-year period. As a result of this change MSBA reimbursement is projected to <br /> be reduced by 6%. The debt payment required from the Town of Mashpee in FY20 is $611,150. <br />
