lown ofMash ce <br /> 1 pGreat Xeck Poad JVorth <br /> 1Ylas <br /> e, Massachusetts 02649 <br /> MEMORANDUM <br /> To: Mr. Rodney Collins, Town Manager <br /> From: Evan Lehrer, Town Planner <br /> Date: March 6, 2019 <br /> Re: Host Community Agreement Recommendations <br /> This memorandum provides the specific recommendations from the Committee that should be <br /> priority considerations in further review and negotiation with applicants. <br /> Summary <br /> The DPW Director, Building Inspector, Public Health Director, Deputy Fire Chief, Accounting <br /> Director, Police Chief,Town Planner and Assistant Town Manager met on February 28, 2019 to <br /> review the six (6) submitted host community agreements for applicants seeking retail licenses <br /> for the sale of adult-use recreational marijuana. <br /> Of the six applications,the Committee recommends further consideration of five (5) draft <br /> agreements.The application submitted by Greenerside Holdings LLC was incomplete. It did not <br /> provide any substantive information from which the committee could make any thoughtful <br /> recommendations or analysis of expected impact nor the applicant's ability to operate the <br /> facility successfully.The Committee does not recommend moving forward on a Host <br /> Community Agreement with Greenerside Holdings LLC. <br /> The Committee also recommends that thorough traffic studies be required of any applicant <br /> who the Board believes has provided adequate terms prior to any potential appearance before <br /> the special permit granting authority. <br /> i <br /> GCE CAT LLC—800 Falmouth Road (Summerfield Park) <br /> ® The applicant's projected daily customers are pushing the threshold traditionally built <br /> into Mashpee Zoning limiting retail activity to anything that produces less than 300 <br /> i <br /> vehicle trips per day.The applicant indicated its intent to conduct a traffic study.The <br /> committee recommends a traffic study be conducted prior to appearing before the <br /> Zoning Board of Appeals.The flow of traffic into the property from Route 28 may have <br /> an impact on neighboring businesses in Summerfield Park. <br /> Parking for the proposed retail use should be specifically identified as this is an already <br /> developed site with existing businesses in the surrounding area. <br />
