The Agent updated the commissioners on setting up a memorial for Jack Fitzsimmons who <br /> passed away on January 24 who served on the Commission for 23 years. Brad Sweet has <br /> been in communication with the Chair of the Fells Pond Association where Mr. Fitzsimmons <br /> lived to see if they can come up with a suitable location for a memorial. One idea is to have a <br /> memorial at one of the pollinator gardens or at a conservation land. <br /> HEARINGS: <br /> 6:00 Nicholas O. & Jill 1. Mavro, 52 Spoondrift Way. Proposed installation of shed, fire <br /> pit and rinse station, mitigation plantings, extensive Landscape/hardscape <br /> modifications, invasive vegetation removal, native plantings. NOI . <br /> Resource Areas: Coastal Bank, LSCSF, BVW, Salt Marsh, Land Under Ocean <br /> Matt Costa, Cape & Islands Engineering, represented the applicants. He stated the proposed <br /> project is to place a shed on the property, do various landscape activities and naturally <br /> stabilize the coastal bank. He reviewed the site plan and stated they are proposing various <br /> landscape items starting at the driveway entrance, landscaped area, lawn and installing new <br /> drainage, new walkways and relocating the shed. He noted he will be submitting a new plan <br /> showing the location of the shed. A new patio and fire pit will be constructed. He noted where <br /> the invasive species management will take place. Mary LeBlanc has submitted a landscape <br /> plan. He said the bank has some landscape debris that needs to be taken out and invasive <br /> species that need to be removed which will be done by hand with the intent that the natural <br /> vegetation remain. We will then stabilize the bank. The existing conditions for the site are <br /> rather barren and there is a tremendous amount of pea stone. The fire pit is about a foot <br /> closer than the top of the bank which triggers the waiver requirement which triggers mitigation. <br /> He showed the mitigation calculations which he articulated in the narrative the 3 criteria and <br /> they believe the relief is minimal and the overall environmental benefit will be an overwhelming <br /> benefit which meets the standard for the waiver request. Matt stated the pea stone is <br /> migrating down the bank so they agreed to a condition that there will be plantings and agreed <br /> that no pea stone would be able to make it thru the plantings and down the bank so there <br /> would be a planted buffer at the top of the bank that the Agent can be put in as a special <br /> condition. <br /> The Agent stated the only naturally vegetated area left is the coastal bank and the wetlands, <br /> below. The Agent showed the area on photos. He noted the bittersweet and Rosa rogosa on <br /> the bank. The Rosa rogosa would be most appropriate for the bank. The oak tree is <br /> remaining and noted the invasives need to be removed while protecting the natural vegetation. <br /> He noted the area of the proposed patio and fire pit. Matt noted he would make sure the patio <br /> is pitched towards a drain. He stated the lawn will be planted accordingly to the lawn <br /> standards. The Agent stated he spoke to Mary LeBlanc regarding the lawn has to be kept <br /> outside of 50 feet from the top of the bank. <br /> No comment from the public <br /> Motion: Mr. Cook moved to Close and Issue with the changes as discussed on the shed <br /> location and the plantings as described, seconded by Mr. Dalton. Vote unanimous 4-0 <br />
