At request of applicant, continued from 2/14/2019 RDA <br /> Resource Area: LSCSF, Buffer Zone to Freshwater Wetland and Inland Bank <br /> Cynthia Jalbert, homeowner, was present and she described the proposal is to install a firepit <br /> on the grassy area and she would like to have the hardscape area approved before hiring <br /> contractors to do the work. The Agent showed pictures of the property. He noted Mrs. Jalbert <br /> needs to delineate the footprint of the proposed patio areas. He said there is some of the patio <br /> going into the 50-foot buffer which triggers mitigation. The Chair noted basically the proposal <br /> is acceptable but she needs to better delineate what she wants to do. The Agent stated we <br /> need to figure out just how much mitigation there needs to be using our mitigation chart. The <br /> applicant requested a continuance in order to submit a revised plan including a mitigation plan. <br /> Motion: Mr. Cook moved at the request of the applicant to continue the hearing to <br /> March 28 at 6:00 p.m., seconded by Mr. Dalton. Vote unanimous 4-0 <br /> 6:06 Daniel J. & Marie C. Candura, 74 Fells Pond Road. Proposed septic system <br /> upgrade. RDA <br /> Resource Area: Buffer Zone to Coastal Bank Leading to Fells Pond, Flood Zone <br /> Peter McEntee, Engineering Works, represented the applicants. He stated the proposal is to <br /> install a new septic system installing as far away from the resource areas as possible. The <br /> present system consists of two cesspools which will be pumped and filled with sand. They are <br /> proposing the new system be placed within the driveway with the exception of the piping <br /> coming from the house down the walkway. It the intent to preserve the plantings within the <br /> walkway. The Agent showed some photos of the site. He noted the Board of Health <br /> comments, property is in Zone 2, plans approved with variance relief to accommodate the <br /> existing 3-bedroom dwelling, application approved on the plan dated 2-12-2019. <br /> No comment from the public <br /> Motion: Mr. Cook moved a Negative Determination, seconded by Mr. O'Neill. Vote 4-0 <br /> unanimous <br /> 6:09 Stuart McLeod, 81 Seconsett Point Road. Proposed septic system upgrade. RDA <br /> Resource Area: LSCSF, Buffer Zone to ACEC (Waquoit Bay), Salt Marsh <br /> Peter McEntee, Engineering Works, represented the applicant. He described the proposal is to <br /> upgrade the septic system. Right now, the system is a cesspool within the 50-foot buffer to the <br /> salt marsh. They will site the system between the two resource areas. They will be installing a <br /> MicroFast Tank and pump chamber. He said Board of Health reviewed the plan last week but <br /> need to verify the number of bedrooms and they verified there are 4 bedrooms. The Agent <br /> said when the work is complete, we could require some plantings which would have to be the <br /> same as the existing standards that are there now. He noted it is possible mitigation may be <br /> needed if any of the trees are harmed. <br /> No comment from the public <br />
