Motion: Mr. Cook moved a Negative Determination with the condition the Engineer and <br /> the Agent work out any mitigation requirements, seconded by Mr. Dalton. Vote <br /> unanimous 4-0 <br /> 6:12 Stephen D. & Pamela J. Vandrimlen, 238 Pimlico Pond Road. Proposed <br /> elevation/extension of foundation, additions to dwelling, installation of shed and <br /> extensive hardscape/landscape modifications, vista pruning and mitigation plantings. <br /> NOI <br /> Resource Areas: Inland Bank Leading to Mashpee/Wakeby Pond, Buffer Zone to Inland <br /> Bank <br /> Brendan Mullaney, Bracken Engineering, Inc., represented the applicants. He described the <br /> proposed project which includes the renovation of the existing dwelling, deck expansion, <br /> landscape and parking changes, driveway expansion, installation of retaining wall, proposed <br /> shed, proposed landing and access stairs and vista pruning. He explained the very steep site <br /> and not a lot of room of access and egress. He said the first phase is the renovation to the <br /> existing structure. A deck expansion is proposed to extend approximately 2 feet out. There <br /> are proposed landscape changes to the site and their proposal is to cut into the driveway and <br /> install a retaining wall which will provide a flat parking area and also proposed is a driveway <br /> expansion. They are also proposing a leaching catch basin. the area below the wall will be <br /> turned into a grassed area which will be kept within 50 feet of the buffer. A shed will be <br /> installed 20 feet off the top of the bank. The landing is over an area that is currently asphalt <br /> and paved and the stairs are proposed on top of existing concrete stairs. He noted the vista <br /> window and said the vista pruning will be done within the commission's regulations. <br /> The Agent showed photos of the site, showing the narrow driveway, the house, the area where <br /> the shed is proposed, the pavement going down to the water, the slope of the bank leading to <br /> the patio area. He said he met with the homeowner on site and said what is being proposed is <br /> a dramatic improvement as far as capturing the runoff and the mitigation proposed to reduce <br /> any further impacts from the runoff. He said overall it is an improvement from the existing site <br /> conditions. He spoke about the impacts to the resource areas and stated it is a reduction in <br /> impact from the current situation. No part of the project deals with Natural Heritage <br /> jurisdiction. <br /> The Chair spoke about the deck structure and noted the Commissioners don't normally <br /> approve such a structure. Following a discussion, the homeowner agreed to remove the <br /> proposed deck and keep the proposed stairway. Revised plans to be submitted to the <br /> Conservation Dept with the removal of the proposed deck <br /> No comment from the public <br /> Motion: Mr. Cook moved to Close and Issue with the condition that a new plan is <br /> submitted showing the 8 by 12-foot deck on the south side of the property be removed, <br /> seconded by Mr. Dalton.
