impressed with Mashpee's efforts. Ms. Doyle developed a worksheet to identify how best to
accomplish the goals of offering childcare at Town Meeting, such as whether volunteers could provide
childcare, if the Committee could fundraise or whether funds were available. There was discussion
about student volunteers, with adult supervision, watching the children and identifying a means to
communicate with parents during the meeting. Ms. DeBoer confirmed there would be staff available
to oversee the students. Ms. Doyle emphasized the importance of pre-registration and identifying a
time limitation. Ms. Doyle will draft a proposal to share at the next meeting. The Chair inquired about
advertising, such as the Enterprise,Mashpee Messaging and Ms. DeBoer added that it could be
advertised through the school system. Selectman Cotton recommended establishing the program by
April since the meeting would take place May 6.
Resource List-The Chair confirmed that the subcommittee had met and determined that
two resources should be developed, including a trifold brochure"Connect With Us" listing all clubs,
organizations, volunteer opportunities and churches, to show the variety of opportunities available in
Mashpee. High school clubs could also be included. The other document would identify sources of
information to address concerns and complaints. Ms. Wilson suggested the Mashpee Chamber of
Commerce may already have a resource in place. Reference was made to the Barnstable County
Health and Human Services 211 and Ms. Wilson noted that it was being evaluated at this time.
NEW BUSINESS
Discriminatory Harassment Policy Acknowledgement-Committee members signed off on
the Acknowledgement of Receipt of the Policy.
Safe Communities-The Chair described the Safe Communities Act taking place at the State
level. The Act would ask law enforcement not to inquire about immigration status and limit
notification to ICE, as well as provide training to law enforcement agencies. On Cape Cod, some
towns have voted in a resolution to protect the civil liberties of residents. The Resolution has been
passed in Eastham, Wellfleet, Provincetown, Dennis,Brewster and Truro. A proposal was being
drafted to be presented to the Town Manager for May Town Meeting. Should the proposal be accepted
for Town Meeting, the Committee may wish to support it as it pertained to their mission. The Chair
stated that the Police Chief was supportive, reporting that the Police Department had a process and had
no issues or demands made by ICE. The Chair further stated there was a fear of individuals to reach
out to the police, due to the possible questioning of their immigrant status. Ms. Doyle added that there
was also good work happening between ICE and the Sheriff's office. The Chair stated that Safe
Communities was different from Sanctuary Cities.
Planning: Goals and Priorities-In addition to the current three projects, the Chair inquired
whether the Committee wished to consider additional ideas for the future. Ms. Waterman reported that
she had reviewed prior minutes, dating back to 2000, when the previous Affirmative Action
Committee met and discussed issues and events. It was suggested that Committee members may wish
to review the minutes located on the Town's website. Ms. Waterman referenced prior events, by the
previous Affirmative Action/No Place For Hate Committee, such as a Diversity Dance, Ethnic Dinner,
Multicultural Festivals, Diversity Art Project and Supporting Immigrant Communities. Prior
discussions occurred regarding surveying the community, inviting the Police Chief to speak, hosting a
fundraiser, offer community forums, get-to-know-you nights, panel of diversity, peace breakfast and
community reads event. The Chair pointed out that No Place for Hate/ADL required the development
of two events annually. Ms. Wilson added that, previously, the Committee assisted with the Special
Olympics.
2
