Chair Baumgaertel asked Mr. McGrath if there is a reason, other than cost, for not installing the reserve <br /> system now. Mr. McGrath responded that the characteristics of this water are much different than a <br /> traditional system,and there is technology that he can use that would open it up if it the system did clog. <br /> Ms. Langler inquired if Mr. Harrington recalled any other instance where a 50%reduction in the SAS was <br /> granted along with a 50%reduction in the reserve area, and he answered none that he recalled. <br /> Mr. McGrath stated that he absolutely did not think the reserve area was necessary. Mr. Baumgaertel <br /> responded that, if the board approved the reduction in the SAS without the reserve area, it would be <br /> setting a bad precedent. Mr.Harrington added that both leaching areas are under pavement and,typically <br /> when a system fails and the reserve area is already installed,there Is no disruption to the site or loss of <br /> business. <br /> There being no further discussion or comments, Mallory Langler moved to deny the variance request to <br /> not install the reserve area at 31 Evergreen Circle. Motion seconded by Brian Baumgaertel. Ms. Langler <br /> further moved to approve the septic design plan for 31 Evergreen Circle,pending the following conditions: <br /> 1) submission of a revised plan; 2) the solid dog waste be kept out of the septic system and put In the <br /> dumpsters for solid waste removal to the landfill or incinerator; 3)the Ruck Filter and SoilAir alternative <br /> septic systems shall be installed and maintained according to the DEP Approval letters; 4) the 0&M <br /> contracts that Include sampling shall be provided to the BOH prior to issuance of occupancy; 5) the <br /> Disposal Works Construction Permit cannot be issued until the DEP Piloting Approval is issued by DEP. <br /> Motion seconded by Brian Baumgaertel, VOTE: Unanimous (2-0) <br /> 7:25—81 Seconsett Point Road <br /> Mr. Harrington commented that the board continued this variance review in order to determine the legal <br /> number of bedrooms In the dwelling. The Assistant Health Agent performed a walk-through and <br /> determined that four existing bedrooms were observed to be of original construction. Therefore, the <br /> proposed four bedroom capacity SAS is not considered an increase in flow, and the requested variances <br /> can be approved as a remedial situation. He informed board members that the property is not in Zone 11. <br /> There being no further discussion or comments, Mallory Langler moved to approve the variances at 81 <br /> Seconsett Point Road with the following conditions: 1)the garage/boat house should have a restriction <br /> that no heated,finished habitable space is allowed in it; 2)the Micro FAST Innovative/Alternative System <br /> 0&M shall be performed according to the DEP Remedial Approval;3)the ultraviolet light shall be sampled <br /> quarterly for fecal coliform for two years with the result not to exceed 200 colonies per milliliter, with <br /> sampling to occur from the pump chamber. Discussion of Draft Innovative/Alternative Septic Regulation. Ms. Langler stated that she <br /> noticed our current septic regulations state that only registered professional engineers can create <br /> and submit septic plans, which technically excludes registered sanitarians. Mr. Harrington will <br /> work on updating that. <br /> 2 <br />
