jW <br /> Next discussed was a resolution to the question of Commercial Mooring Fee structure as amended by the <br /> BOS. The one boat per commercial fee remained at$400.00 acid a revised fee of$650.00 was established <br /> for a two boat per mooring. <br /> lotion was made by Steve Pinard and seconded by Bill Taylor that a letter be sent to the BOS noting our <br /> concurrence of the revised fee.The vote was unanimous of the members present with Tim Leedham <br /> recused from the vote. <br /> The subject of a shortfall of monies in the Harbormasters Budget,caused by transfer of the Harbormaster <br /> and Shellfish Departments being transferred to the MPD was reviewed. The Board of Selectmen has asked <br /> the waterway Commission to recommend a solution. A motion was made by Al Wickel,seconded by Bill <br /> Taylor-to approve the waterways Commission sending to the Board of Selectmen a lever noting it was <br /> K to use 10,000.00 of Waterways funds to fill the shortfall ll for this waterways effort. The motion was <br /> unanimously approved by the members present with Mr Ellis being recused from the vote.. <br /> Committee Re orfs <br /> Harbormaster Deport: Perry Ellis reported that six new swim markers had been purchased and <br /> will be placed in service right away.Two will be provided to each of the Town's three beaches. The old <br /> markers were well beyond a useful life and badly needed replacement. The Town dock at Mashpee Deck <br /> has been repaired and proper signage placement is on schedule. The Mooring wait list is being updated <br /> and the filling ofopenings process will start shortly, The Pump Out boat is up and running. <br /> Shellfish Constable Report: Rick York reported the cool wet weather is resulting in relatively cool <br /> water temperatures. Shell fishing activity is increasing. we are planning to order 1000 bags of oyster <br /> remote set seed,one million quahog seed and at least 100,000 hay scallop seed,one million quahog seed <br /> and at least 100,000 bay scallop seed.The funds are mostly from shellfish permit fees with some from the <br /> Mashpee wampanoag Tribe and some from Barnstable County Cooperative Extension. The worst water <br /> quality problem areas are the Mashpee River where floating algae mats can clog boat motor water intake <br /> screens and cause other problems,and the potentially toxic Microcystis algae bloom which started in <br /> Santuit Fond on May 20. The Microcyctis bloom replaced the diatom algae bloom that continued from the <br /> winter to spring. Bacteria counts are up in the areas that are dosed to shellfishing. <br /> Fresh water/Mashpee-wakeby Lake Management Committee: Bill Taylor reported that there was <br /> no news. Al wickel noted that fishing has been excellent. <br /> Popponessett Bay: Tire Leedharn reported that traffic and boating activity has slowed due to poor <br /> weather this Spring. Stripers are out. perry Ellis rioted that the outside entrance bony had been run over <br /> and destroyed. <br /> waquoit Bay: ferry Ellis reported that there are few boats are in the water,however the mooring <br /> fields were filling up. <br /> State Dredge fate Meetings: No report <br /> Sewer Commission Advisory Committee:No report <br /> Barnstable County Dredge: Iden Bates reported that the Barnstable County Dredge advised that <br /> the short haul dredge being used this corning year may not be long enough to reach all the way up to the <br /> start of the Spit, and that the Mashpee DPW will be needed to help push dredged sand to the unreachable <br /> areas. The Corp of Engineers recommends that the Permitting Process should start this September to <br /> allow for enough time to process, This renewal process is needed every 5 to 11 years depending on the <br /> permit contract period noted on the Certificates of Permit. <br />
