Minutes of Meeting of <br /> Plan Review Committee <br /> Held Tuesday, November 6, 2018 <br /> Mashpee Town Hall Waquoit Meeting Room <br /> Catherine asked the Attorney if the applicant will be seeking relief for the parking. <br /> Attorney Kirrane explained that the bylaw affords the opportunity for an applicant to make <br /> an argument to the ZBA based on the proposed project criteria to allow the ZBA to approve <br /> parking in the front of commercial or industrial zoned buildings. If the ZBA doesn't believe <br /> that the criteria is met,then the application will be forced to appear with the Planning Board <br /> for a special permit by the Planning Board. He mentioned that he has had some success . <br /> in the past that the ZBA allowed to locate the parking in front of these types of buildings for <br /> safety reasons. <br /> Mr. Mendoza polled the committee to ask their comments. <br /> Glen Harrington, Board of Health Agent had the following comments; <br /> Vehicles inside the building <br /> • Industrial tight tank provided <br /> • Solid waste not feasible for septic because of the organic load will over tax the <br /> system.This will have to be discussed with the BOH for septic and site approval. <br /> • Soil air added to truck filters. <br /> • Dumpster to have an enclosure and is on a pad. <br /> • Drainage for sub-surface. <br /> Scott Learned, Engineer for Design, Learned commented that the size of the system is <br /> necessary but with the amount of waste it is not much different than a hotel or convalescent <br /> home. He said the system will capture hair waste and there's a maintenance schedule for <br /> anything involved in the system. <br /> Mr. Harrington contended that the issue on how the solids are addressed will be part of the <br /> Board of Health discussion when they go before them. <br /> Police Chief, Scott Carline asked Attorney Kirrane what will be the strategies for the <br /> security and noise. <br /> Attorney Kirrane mentioned there will be a vinyl fence that will be accessible for the animals <br /> and will be within a 3-4 ft. chain link fence within the 6 ft.vinyl fence. In addition, there will <br /> be personnel supervision for the dogs that on the outside of the building. The dogs will be <br /> crated inside in the suite areas or will be leashed. <br /> Chief Carline asked about the noise relative to the design of the windows. <br /> Mr. Learned said that he provides a lot of noise control with their buildings. Noise control <br /> starts with behavioral control. He said the designs of buildings with smaller groupings of <br /> animals and working with clients that have a lot of human supervision with the dogs. <br /> There's separation between the boarding and crating areas. Noisy animals are <br /> separated.The building shell is designed to minimize the outside noises, so there's a lot <br /> of sound insulation that controls the amount of noise. The windows are installed higher so <br /> the dogs cannot see, and avoids over stimulation to the dogs. <br /> 2 <br />
